  • An advanced university degree (Master’s or higher) in one of the following fields is required: Development studies, Social sciences studies, International Development, Business Administration, Project/Programme Management or another relevant technical field.
  • A minimum of 8 years of relevant professional experience in programme development/management, planning and knowledge of UN/UNICEF planning processes.
  • Fluency in English is required.
  • Intermediate French to be able to facilitate workshops highly desirable.
  • Ability to build relationships with colleagues in the country office quickly and work in a collaborative manner.
  • Strong drive for results in terms of quality of work and ability to handle a wide range of diverse tasks.
  • Openness to explore new ways of working and propose new strategies in terms of planning.

How can you make a difference?

Burundi CO is looking for a Planning Specialist for support on the development of the new CPD 2024-2027. Burundi is mid-way into its CPD 2019-2021 and the strategic moment of reflection has taken place and the workplans for July 2022-December 2024 have been finalized. In the next months, the focus is therefore on data work and planning ahead to simplify planning processes and to support the programme sections’ in implementation of the workplans.

The UN is developing the UNSDCF and this should be concluded by mid-2022. UNICEF has been closely involved in the UNSDCF planning. The CPD development will fully align with the UNSDCF.

The consultancy is based in a medium-size office with humanitarian and development interventions

The assignment will be partly virtual and partly in person in Bujumbura, Burundi for key moments and facilitating key meetings. The in-person time will be from July to October 2022 and the following months up to March 2023 can be remote and part-time.

Scope of work:

Under the guidance of the Chief of Planning, Monitoring and Evaluation, the Planning and Monitoring consultant will lead the following deliverables around the development of the new Country Programme Document 2024-2027. The new country programme development takes place when a new global country programme planning guidance is being introduced. Given the need for full technical clarity of the new global guidance and the urgency of putting the process in motion, the consultancy will take place under close consultation with UNICEF ESARO for guidance and support to operate in this evolving environment and bring in innovative approaches.

The consultant will support the CO to think beyond the usual interventions and established programmes and partnerships and to design innovative interventions, ways of working and collaborations. Advocacy, influencing and leveraging partnerships are to be considered as interventions in the same way as programmatic interventions.

The deliverables are the following:

  1. Analysis: reflect on existing and emerging evidence to identify child rights deprivations and the bottlenecks that cause them

    2. Reflection day in early July with the key leads in each area to complete the analysis and finalize the areas where children should be consulted
    3. Support the consultation of children in July-August
    4. Provide feedback and guidance to the profiles of children
    5. Review innovation challenge projects and assess which have the potential to be scaled
    6. Full consideration of gender issues to include in the new CPD
  2. Prioritization: Select the most critical deprivations and bottlenecks to be addressed in the new country programme
  3. Theory of Change: Define what should change about child rights deprivations, and how to catalyze that change
  4. Results and Resources Plan: Capture the specific contributions of UNICEF and implementing partners towards achieving the envisaged change.
  5. Support documentation of the programmatic choices made. The format to be agreed with ESARO. These can be reviewed during annual reviews (first review would thus be in May-June 2023.
  6. capacity Building: Deliver key modules of the Rights and Results Based Management Training along the process.
  7. Key moments with partners: a. Consultations with key partners throughout the process: b. Children’s Day of 20th November 2022 (tbc).

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Development studies, Social sciences studies, International Development, Business Administration, Project/Programme Management or another relevant technical field.
  • A minimum of [8 years] of relevant professional experience in programme development/management, planning and knowledge of UN/UNICEF planning processes. Experience with UNICEF is indispensable and very good knowledge of planning procedures within UNICEF is required
  • Fluency in English is required. Intermediate French to be able to facilitate workshops highly desirable
