UNICEF seeks a Monitoring and Evaluation Specialist to provide technical leadership and strategic direction for monitoring and evaluation (M&E) activities for an upcoming COVID19 Response project implemented jointly by UNICEF, other UN Agencies and the local and international partners. Under the close supervision and guidance of the supervisor, the M&E expert will support Health and Nutrition Programme through providing a range of procedural, administrative, operational support in developing, implementing, executing and monitoring the country level covid response project, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

The M&E Specialist will provide technical leadership to develop the program framework, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The M&E Specialist will work closely with the project team to design, implement and supervise the program’s M&E activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. The M&E Specialist is responsible for documenting and disseminating program successes and challenges to WR. The M&E Specialist will also be responsible for designing and conducting operations research.

How can you make a difference?

Under the supervision of the UNICEF Azerbaijan Office and in consultation with relevant government entities, donor organization (USAID) and implementing partners, the international consultant is expected to provide technical expertise in monitoring and evaluation of PROACT Training project implementation.

Responsibilities and tasks:

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to define the scope of the monitoring activities, to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, impact assessment, and all monitoring for process and outcome evaluations.
  • Develop and oversee data flow pattern and data quality for the program that will ensure timely data collection and reporting. Lead results reporting to Project Coordinator by providing written documentation on M&E activities and indicator results for progress and monthly, quarterly, half-yearly and annual reports, as appropriate.
  • Provide leadership and direction on M&E to ensure the program achieves its goals and corresponding objectives and targets.
  • Ensure high-quality implementation, consistent with national monitoring and evaluation guidelines, protocols, information and reporting systems.
  • Lead efforts to monitor and evaluate project interventions, document results, good practices and lessons learned and develop case studies and provide feedback to stakeholders to guide decision-making.
  • Conduct targeted evaluations and operations research, including design, data collection, management and analysis.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Cultivate strategic M&E relationships and alliances with other UN projects at the country.
  • Promote and support the dissemination of project information among the project team.
  • Work with project and financial staff to prepare and track progress of project and activity budgets.
  • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff.

To qualify as an advocate for every child you will have…

Master’s degree in public health, demography, statistics, mathematics, economics or related field or equivalent experience

Minimum five years of work experience in monitoring and evaluating complex projects

Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, eporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives

Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors

Firm command of the M&E issues with respect to improvements in quality health service and support programs

Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: R, SPSS, Epi-Info, Stata, MS Access

Expertise in research to practice—identifying and adapting best practices to specific project contexts

Excellent verbal, written interpersonal and presentation skills in English (preferably local language)

Proficiency in word processing and Microsoft Office

Report-writing skills (in English)

Ability to travel nationally and 30 % of time.

Supervision:

The consultant will be directly supervised by Health Officer under overall supervision of Deputy Representative of UNICEF Azerbaijan CO

Duration of the contract: 1 September 2020 – 31 May 2021 (9 months)

Administrative and travel arrangements:

    • The international consultant will work full time in UNICEF Azerbaijan Office with 40 work hours per week, with frequent travels to districts.
    • A working space and laptop will be provided by the office.
    • In the case of the field-trips, all planned expenditures for local travel and the daily subsistence allowance as per UN-approved rate will be covered by UNICEF.
    • The consultant will be provided with office computer during the contractual period.
    • The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance with hospitalisation and repatriation coverage.
