Purpose of Activity/Assignment:

UNICEF has been supporting the Government of Armenia in introduction and implementation of child-friendly justice approaches. UNICEF’s advocacy has led to incorporation of provisions, protecting children from secondary victimization, into the Criminal Procedure Code and later on adoption of a new Criminal Procedure Code, according to which, child victims and witnesses should be interviewed once, with participation of certified forensic interviewer psychologists, and where possible, in a child-friendly setting. UNICEF has also supported development of curricula and training courses for justice professionals on child-friendly justice. Currently, within the frames of Output 4.3 of the 2021-2025 Country Programme Document and the “Accountable Institutions and Human Rights Protection in Armenia” project, funded by EU, UNICEF Armenia will support the Government of Armenia in establishment and piloting of two Barnahus-type facilities in Yerevan and Kapan. The purpose of the assignment is to provide expertise and support in the process of establishment of pilot Barnahus facilities, with a particular focus on preparing a pool of national trainers and training investigators, prosecutors, forensic interviewer psychologists and other relevant actors on how to interview child victims and witnesses in a Barnahus setting.

The main objectives of the proposed consultancy are:

  1. to build competencies of a pool of national master trainers and professionals in Yerevan and Kapan in forensic interviewing of child victims and witnesses of crimes and child-sensitive evidence generation; as well as inter-sectorial cooperation within Barnahus model, and
  2. to provide consultation to the key stakeholders and develop guidelines on the use of Barnahus facilities and inter-sectorial cooperation.

The selected consultant will be supervised by and report to the UNICEF Child Protection Specialist with regular debriefing with UNICEF Deputy Representative about the progress of the analyses as needed. The CP team will provide support in contacting government partners, CP stakeholders, local NGOs, etc.

How can you make a difference?

Scope of Work:

The consultant shall implement the following tasks:

  1. Develop 2-day training package for training of mixed groups of professionals (investigators, prosecutors, forensic interviewer psychologists), covering the following topics:
  • international and national legal framework related to child victims and witnesses of crime;
  • developmental psychology and consequences of trauma;
  • child-sensitive investigation and evidence generation;
  • structure and techniques of a forensic interview;
  • interdisciplinary cooperation and promotion of rehabilitation and recovery of child victims and witnesses of crimes.
  1. Conduct a 3-day ToT for national master trainers to be identified in cooperation with MoJ, Investigative Committee, Prosecutor’s Office and MoLSA
  2. Conduct two 2-day training sessions for mixed groups of professionals (investigators, prosecutors, forensic interviewer psychologists), based on the training package developed.
  3. Hold consultations for key stakeholders

Develop guidelines on the use of Barnahus facilities and interdisciplinary cooperation.

To qualify as an advocate for every child you will have…

  • Relevant advanced academic background (Master's degree) in law or other relevant social sciences;
  • At least 10 years of professional experience in the field of Child Rights and Justice for Children;
  • Knowledge of International Standards related to Child Rights and Justice for Children;
  • Experience in conducting forensics interviews with child victims and witnesses of crimes;
  • Experience in conducting trainings/workshops for legal professionals and mixed teams on Justice for Children and inter-sectorial collaboration;
  • Experience in developing training programs on Justice for Children);
  • Proven ability to effectively engage with a broad and diverse spectrum of professionals working with children in contact with the law;
  • Demonstrated awareness on gender equality, child rights and equity principles;
  • Excellent presentation and communication skills;
  • Excellent written and spoken command of English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
