Overview

Provide consultancy on effective digital media communication.

You have:

  • Experience in Public Health Media Communication, Social Sciences, Behavior Change, Development Study or any other relevant discipline.

UNICEF is leading the efforts of the UN agencies to support the government of Turkmenistan in strengthening Risk Communication and Community Engagement component (RCCE) of Turkmenistan COVID-19 project financed by the World Bank. Within the framework of the project, UNICEF works mainly with the Ministry of Health and Medical Industry and collaborates with Ministry of Education, Ministry of Sport and Youth Policy, State Committee for TV, Radio and Cinematography of Turkmenistan and other national partners to build capacities in informing the public about risks and necessary preventive measures and fostering community engagement mechanisms to build resilience for future pandemic/disasters.

As the world COVID-19 pandemic situation is ongoing, UNICEF continues working with the government to scale up the preventive activities and strengthen national efforts for RCCE in response to pandemic impacts in Turkmenistan and to increase national capacity for potential future crises and rapid RCCE response. Therefore, creating new communication channels and partnerships to reach out with effective communication messages in emergencies to population is one of the priority areas of the project

How can you make a difference?

The overall objective of the component is to strengthen national efforts for risk communication and community engagement in response to COVID-19 in order to ensure that both the population and service providers in Turkmenistan adhere to all necessary prevention measures and share their views on context relevant information. The project component also aims at strengthening national risk communication and community engagement response capacity and community communication mechanisms for potential future crises and create mechanisms for rapid RCCE response including in climate change related and other potential emergencies.

The overall purpose of the assignment is in close cooperation with Health Information Centre of the Ministry of Health and Medical Industry of Turkmenistan to broadcast effective TV/Radio programmes for improved social impact. Within the project, UNICEF supported upgrading of existing TV studio of Health Information Centre and will continue its work to strengthen national mechanisms and build capacities in informing public about risks and necessary preventive measures and fostering community engagement mechanisms through improved digital and effective media communication of national partners.

With above purpose, within the scope of the World Bank loan funded project, under the supervision of UNICEF Social and Behavior Change Officer in Turkmenistan and working closely with UNICEF National Consultant and Health Information Centre (HIC) of the Ministry of Health and Medical Industry of Turkmenistan, international consultant with technical expertise will provide with following deliverables:

1. Desk review and assessment of existing media communication capacity of HIC, including use of digital technologies for delivery of effective media communication - Through site visit and working together with relevant specialists of the Health Information Centre, prepare set of questions to analyze gaps of existing media messaging and effective media communication including digital communication in delivery of health messages to public. - Based on findings of gap analysis for effective media communication, provide technical advisory assistance to the Health Information Centre with all relevant samples from other countries as required-10 days (on site visit to Ashgabat)

2. Development of digital media communication road map and recommendations on effective media communication - Draft and submit detailed gaps analysis of existing media communication capacity along with recommendations to improve TV/Radio and via internet programming for effective media communication including in RCCE with application of digital technologies. - Referring to the current best world practices, provide with digital media communication development road map for the Health Information Centre;-15 days (remotely)

3. Prepare training modules on TV/Radio and internet programming and delivery of effective media communication in health/emergency situations engaging cross sectoral cooperation - Develop training module/curriculum and hand out materials for specialists of Health Information Centre, State Committee for TV, Radio and Cinematography and other national media outlets for effective communication applying digital technologies including in public health emergency situations.-15 days (remotely)

4. Conduct training based on developed modules for specialists of Health Information Centre, State Committee for TV, Radio and Cinematography and other national media outlets indicated in deliverables -Conduct training for nominated specialists based on the developed training modules.-5 days (on site visit to Ashgabat)

5. Consultancy reporting with further recommendations to improve effective media communication applying digital technologies. - Based on interaction with media communication specialists during training, provide consultancy report with further recommendations to improve effective media communication in delivery of messages in health/emergency situations.-5 days (remotely)

To qualify as an advocate for every child you will have…

All Interested experts/institutions will be invited to apply and provide proposals with necessary supporting documents and information to demonstrate their capacity to meet the needs of UNICEF. • Experience in Public Health Media Communication, Social Sciences, Behavior Change, Development Study or any other relevant discipline. • Solid experience in effective digital media communication, programming of TV/Radio and internet programmes and provision of training, etc. especially in the Europe and Central Asia region context. • Demonstrated knowledge and experience in conducting need assessments, developing training modules/curriculum, training materials and digital media mapping etc. • Demonstrated experiences and skills in facilitating stakeholder/cross sectoral cooperation and relevant training. • Relevant Europe and Central Asia region experience will be an advantage. • Excellent writing, editing, and oral communication skills. • English language required and Russian language is an advantage.

The project seeks to identify experts that fulfill the above criteria and have demonstrated ability of involving key stakeholders (healthcare, civil service organizations etc.) to provide relevant expertise and bring a wider perspective in developing of the training materials and in other deliverables.

Technical proposals will be evaluated based on a desk review. A maximum of 65 points is allocated to the technical proposal, and a further 35 points for the price component, with a maximum possible score of 100 points. Only bidders receiving a score of 50 of the possible 65 points for their technical proposal will be considered technically compliant and will have their financial proposal assessed. Technical proposals will be evaluated based on a desk review. UNICEF evaluators will read technical proposals and assess their quality.

Financial proposal Lump sum contracts: The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee, and number of working days). Payments will be made in installments based upon key outputs, i.e. upon delivery of the services specified in the TOR. • 20% on completion of capacity assessment of Health Information Centre, including use of digital tools for delivery of effective media communication is provided. • 20% on the developed digital media communication road map for HIC and recommendations on effective media communication is provided. • 20% on training modules are prepared. • 20% on completion of training for specialists of Health Information Centre and State Committee for TV, Radio and Cinematography. • 20% on the submission of consultancy report with further recommendations. Financial proposals will be evaluated The total amount of points allocated for the price component is 35. The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms/institutions which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price; e.g.: Max. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
