BACKGROUND:
Tajikistan Country Office (CO) is currently developing the new 2023- 2027 Country Program and is currently being drafted. Its finalization is expected in early April 2022 and to be submitted to the Regional Office in May 2022 for the September 2022 Executive board approval.
The new Country Programme (CP) will focus on three key expected outcomes: (1) Child Health and Wellness, (2) Child Learning, Skills and Engagement and (3) Child Protection.
In addition, the Country Office will develop and submit its Country Programme Management Plan (CPMP) to the PBR in Q3. The CPMP will describe the Country Office structure, management approach and internal communication mechanisms which should be aligned to support the efficient and effective implementation of the new Country Programme to achieve results for children and facilitate cross-sectorial collaboration. The office management structure should incorporate appropriate changes to enhance efficiency and effectiveness and respond to the opportunities and risks identified.
PURPOSE:
The role of the dedicated consultant will be translation of the raw materials and inputs into well formulated narrative capturing all priority elements and at the same time putting the documentation into the compliance with the established CPMP requirements, formats and limits.
The CO is seeking this dedicated support for high quality and inclusive process of CPMP development, well tested and structured human resource capacity and well articulated, concise and strategic CPMP document.
DESCRIPTION OF THE ASSIGNMENT:
Under the direct supervision of the Deputy Representative Operations and under the overall guidance of the Representative, the Consultant is expected to initially conduct a desk review of the UNICEF Tajikistan management documents including the new 2023-2027 CPD document, Programme Rationale narratives, results matrix and other relevant management documents to have a firm understanding of the Country Office background then subsequently convene meetings, lead discussions and brainstorming sessions with each of the sections ensuring inclusive participation and engagement of all staff. Following the desk review and the individual meetings with all sections, the individual consultant is expected to identify possible opportunities and risks and consolidate findings and appraise Country Office management on all elements of the CPMP including staffing priorities, capacities and skillsets required to support the efficient and effective implementation of the new Country Programme to realize the expected result for children.

Performance indicators for the evaluation of results:
The evaluation of the results will be based on:
- Technical and professional competence (quality of the products delivered to UNICEF);
- Scope of work (e.g. No. of meetings with the stakeholders);
- Quality of work (quality of methodology, draft, and final report);
- Quantity of work (completing the tasks indicated in the table above within the set timeframe)
In addition, such indicators as work relations, responsibility, drive for results, and communication will be considered during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…
1. Education
Advanced university degree or equivalent backgrounds in Human Resources, Business Administration, Financial Management, International Relations, Social Sciences, Psychology or related areas.
2. Work experience
Minimum 15 years of experience in managing development programmes. At least 10 years in senior management capacity, with relevant CO experience. Documented experience in change management, programme development, implementation, reporting, and oversight, and as Deputy Rep Operations/Chief of Operations or Head of Planning or Head of Office.
3. Competencies
Very good analytical skills in relation to development challenges and relevant transformation processes; very competent in conceptualizing complex management challenges; Organizational design expertise, strong analytical, communication/facilitation skills. Demonstrated experience with conducting similar exercise is an asset.
4. Language
Excellent command of English, both oral and written
5. Special skills
Solid experience with UNICEF policy and procedures an asset. Institutional knowledge of the UN and UNICEF systems and processes.
TRAVEL INVOLVED:
The assignment is both on site and home based so the consultant will make and pay for own international travel arrangements for arriving to Tajikistan/Dushanbe. The travel shall be based on economy class travel, regardless of the length of travel. The daily subsistence allowance (DSA) should not exceed fees as promulgated by the International Civil Service Commission (ICSC) for Tajikistan Country Office.
Travel costs and daily subsistence allowance (DSA) will be covered in accordance with UN rules and regulations. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible cost.
Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas, health and travel insurance.
PAYMENT TERMS:
The service fee will be as per deliverables upon satisfactory submission and acceptance of each of the deliverables by UNICEF within the agreed timeframes and travel costs will be based on actual travel.

Qualified candidates are requested to submit:
- Cover letter/application/CV.
- A brief technical proposal with the proposed methodology/approach to managing the project, showing understanding of tasks.
- Financial quote for the consultancy in (USD) per deliverable, and/or daily rate. Travel costs will be based on actual.
- At least two references.

EVALUATION PROCESS AND METHODS:
Individual consultants/contractors will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a weighted set of technical and financial criteria.
During the selection, the ratio between the technical evaluation and commercial offer is 70 to 30.
