COVID-19 response in Azerbaijan stretched the resources and put the health system under stress. A recent project by WHO, REACT-C19, helped with identifying and addressing gaps in hospital readiness. The need for improvement was apparent for an agile and competent health workforce; strong infection prevention and control (IPC) systems; and strengthened case management. A recent WHO survey in 155 countries has identified a global disruption of health services for non-communicable diseases (NCDs) caused by the COVID-19 response. Hence it is safe to assume that this disruption goes beyond NCDs, affecting women and children, interrupting routine services like immunizations, antenatal visits and so on.

Responding to the growing number of cases, Azerbaijan recently changed the policies to allow for the management of mild cases at home. This increases the need for better IPC and case management at the primary health care level to prevent further community transmissions.

PROACT-Training aims to increase essential health care worker competencies to safely identify, triage and manage COVID-19 cases in their local settings, thus reducing time lost due to patient transfers to Baku and improving patient outcomes. A set of technical expert team with nice health professionals will be engeged to support the design and conduct training to Azerbaijani doctors and nurses to imporve their capacity in COVID-19 repsonse and continuaity of routine health and nutrition services.

How can you make a difference?

UNICEF seeks for a competency-based training specialist as part of the expert team to provide technical expertise to establish sustainable competency-based training of health workers on IPC, traige, case idetification and management, as well as COVID awareness raising.

Responsibilities and tasks:

Under the supervision of UNICEF Azerbaijan Country Office, the incumbent will work closely with the technical expert team to be responsible for the analysis of required skills of health care workers and trainers and designing the curriculum according to these results.

  • Define the required competencies and underlying skills of health care workers and trainers with respect to improving the COVID response in the country;
  • Design short course or longitudinal in-service training activities for the health care workers and trainers;
  • Develop materials and train the trainers for such courses of longitudinal activities;
  • Utilize a blended learning approach of online, mobile and face-to-face learning modalities and use competency-based model to ensure success of trainings;
  • Provide expert opinion and knowledge in all relevant synchronous and asynchronous training activities;
  • Supervise the people trained in the mentioned subjects above and provide feedback;
  • Collaborate in the development of the training programs, curriculum, materials and learning activities;
  • Support the training operations (material development, face to face and distance learning events realizations, monitoring, data collection for project evaluation data, analyze and report, dissemination of the results, etc.) in accordance with project guidelines;
  • Contribute to the project report in own area of work;
  • Perform other training related duties, as assigned.

To qualify as an advocate for every child you will have…

Education:

 University education in medicine, nursing or a related health field.

Experience:

 Minimum 7 years’ experience in designing, delivering and evaluation of in-service training programs for health care workers.

Skills/Knowledge:

 Demonstrated teamwork and planning skills

 Excellent teaching and communication skills

 Excellent verbal, written interpersonal and presentation skills in English (preferably local language)

 Report-writing skills (in English)

 Ability to travel nationally

Supervision:

The consultant will be directly supervised by Health Officer under overall supervision of Deputy Representative of UNICEF Azerbaijan Country Office.

Working Conditions and Duration:

Duration of the contract: 15 September 2020 – 31 May 2021 (8.5 months)

Duty station: Home-based and travels to Baku, Azerbaijan with possible travel to the project districts.

Administrative and travel arrangements:

 The international consultant will work part-time with total of 3 months working time during 8,5 months of contract duration

 In the case of the country visits and field-trips, all planned local travel will be managed by contracted services of UNICEF.

 The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance with hospitalisation and repatriation coverage.

Mandatory training:

All consultants regardless of contract duration must complete the applicable mandatory training. The link to these online training will be provided during the selection process for the successful candidates.

Budget is to be proposed by potential applicants and agreed with UNICEF in line with UN rules and regulations and based on optimal cost of services. Payments will be processed based on satisfactory completion of the tasks and submission of narrative and financial reports.
