Result of Service a) Inception report outlining the development methodology, timeframe, outline, and key contents of the Resource Mobilization Strategy. b) Draft and final report on 2022-2026 Resource Mobilization Strategy and a presentation to the UNCT and GOVN, including the following main components: - A background on the CF 2022-2026 and its resource requirements, UN resource mobilization and mechanisms, etc.; (this part could be extracted from the CF 2022-2026). - - A contextual analysis of the changing donor and financing landscape, and priorities of the development partners supporting Viet Nam, highlighting key challenges regarding mobilizing CF resources in the context of COVID/global economic conditions (a more forward-looking analysis); (with inputs from RCO and HOAs; DESA (resources on stakeholder analysis to deliver SDGs) - An analysis on the past and current resource mobilization efforts for the OSP, and learnt lessons from those efforts; (background information for this part will be provided by RCO Partnership Officer) - A mapping/listing of potential areas, possible available sources of funding, possible financial donors and mechanisms at the country, regional and global levels, for each CF outcome and by type of funding source, where the UNCT and the GOVN are best positioned to succeed in joint resource mobilization considering their development priorities and comparative advantages; (DCO Policy Branch would probably have the global/regional mapping/listing for reference). - A suggested governance structures and mechanisms for the management, implementation, and monitoring of the strategy, identifying clear roles of the UNCT (including the UNRC and Heads of Agencies) and GOVN; (this part will be developed following the proposed action plan in light with existing relevant UN guidelines – tailored to the Viet Nam’s context). - An action plan for CF 2022-2026 resource mobilization proposed by the consultant which has clear timelines and responsibilities by the UNCT and the GOVN.

The final strategy will consist of a maximum of 30 pages.

Regarding the mapping/listing of the possible financing sources, the following sources can be considered: - Traditional OECD/DAC donors; including IFIs such as the World Bank, ADB and IMF; - Emerging donors, such as BRICS; - Government cost sharing; - Global UN pooled funding mechanisms (Peacebuilding Fund, Human Security Trust Fund, Trust Fund to End Violence Against Women, MPTF open calls, etc.); - Global and regional non-UN funds, including regional development banks, Global Challenge Funds, Global Innovation Facility Fund, Global Environment Facility Fund, Global Green Climate Fund, etc. - Philanthropic foundations and major individual donors, including from the Diaspora; - Public-private partnerships including domestic private sector; and - Innovative sources of funding (such as thematic bonds like green, social, sustainability and pandemic bonds).

Regarding the prioritization of potential partners, the added value of the potential partnership should be considered, taking into account the following factors: - Financial or technical resources at the partner‘s disposal at the country level; - A good existing working relationship with the partner and UN system; - Preferred partner of the government; - High number of outcomes that the UN and the partner have in common; - Other comparative advantages of the partner, such as technical expertise, access to political networks, proven track record, etc.; and - Partner-specific overview of programmatic areas/outcomes that reflect the priorities of both the development partners and the UNCT.

Work Location home-based with 1 trip to Hanoi, Vietnam

Expected duration 1 September- 31 December 2022

Duties and Responsibilities The key objective of the consultancy is to develop a Joint Resource Mobilization Strategy for the UNCT in Viet Nam, which will identify adequate, predictable, multi-year and sustainable resources and diversified donor and partnership outreach to broaden the funding base (including foundations and private sector partners) with a view to achieve full, multi-year funding. This strategy should build on the shared vision of the UNCT’s engagement and strategic positioning in Viet Nam. The consultant will:

Phase 1 - Analyse the changing donor and financing landscape and priorities of the development partners supporting Viet Nam, highlighting key challenges regarding mobilizing CF resources in the context of COVID/global economic conditions (a more forward-looking analysis); - Identify potential areas for partnership and possible available sources of funding where the UNCT and the GOVN are best positioned to succeed in joint resource mobilization considering its development priorities and comparative advantages; - Assess lessons learned from the past and current resource mobilization efforts;

Phase 2 - Identify the UNCT and GOVN’s roles in implementing the strategy; - Recommend suitable mechanisms within the UN and between the UN and the GOVN to implement the strategy; - Facilitate co-design sessions with various stakeholders (both internal UNCT and external partners) in the development of the CF resource mobilization and partnership strategy - Develop action plan with clear timelines and responsibilities by UNCT and the GOVN. - Facilitate validation workshop on the draft strategy and action plan

In order to implement the above, the international consultant will carry out a desk review of existing documents and interviews/focus-group discussions with the UNRC and UNCT members/CF Results Group co-chairs, donors, and government agencies.

Academic Qualifications: Master’s degree in international development, public policy, economics, business administration, social sciences or related fields Experience: ¿ A minimum of 7 years of professional experience specifically in the area of international development initiatives and development organizations; preferably in fundraising, resource mobilization or partnership building; ¿ Understanding of the development context in middle income states and emerging economies; regional/national experience; ¿ Experience of UN system operations and strategic planning processes; ¿ Previous experience preparing Resource Mobilization Strategy for UNCT/UN agencies, would be an asset; ¿ Previous experience in innovation, design and systems thinking preferred Language: ¿ Fluency in spoken and written English.
