Scope of Work:

UNICEF needs to hire a consultant for the development of education proposals for multiple donors. Under the supervision of the Chief of Education/OiC, the consultant is expected to undertake the following tasks:

• As per donor requirements, prepare proposals, including the approach, results framework, budget (including cost per child analysis), monitoring and evaluation framework and indicative target beneficiaries and coverage for each, in collaboration with UNICEF Myanmar’s education team.
• Gather information on the priority geographical areas, target groups, final beneficiary numbers and overall approach, in collaboration with UNICEF Myanmar’s education team.
• Lead on writing and finalising all sections of the proposal narrative and all related annexes, including the results framework, risk matrix, budget and workplan.
• In coordination with Myanmar office, liaise with civil society partners to secure their inputs into the proposals.
• Ensure alignment of all proposals to the Joint Response Framework (JRF) and keep abreast of latest developments in the education sector in Myanmar.
• Attend coordination calls with the donors as required.
• Liaise with other sections, UNICEF’s Regional Office, and HQ, as required.
• Make final revisions to the full proposal and annexes, in line with comments received from the donor and/or UNICEF Myanmar colleagues.

All deliverables will require feedback and approval from UNICEF, before acceptance. All products are expected to be of high quality, context-specific, and to comply with the proposals' inclusivity requirements.

Description of Assignment:

Tasks 1:

Kick off meeting with UNICEF

Collect resource materials on current situation analysis and need of the sector

Present timeline and the proposed strategy for the development of proposals, identifying the key milestones

Deliverables 1:

Inception report with updated broad timeline, the proposed strategy for the development of proposals with methodology including stages for reviewing to inform UNICEF planning.

Timeline: 5 working days

Tasks 2:

Developing a generic joint programme document outlining the modality for a multi-donor trust fund, including the scope, approach, results framework, budget (including cost per child analysis), monitoring and evaluation framework and indicative target beneficiaries and coverage based on JRF/Cluster strategy in consultation with the team

Deliverables 2:

Draft joint programme proposal based on consultation with UNICEF and partners

Timeline: 25 working days

Tasks 3:

Developing proposals for unspecified donors, both bilateral and multilateral including the approach, results framework, budget (including cost per child analysis), monitoring and evaluation framework and indicative target beneficiaries and coverage based on the donor conditions

Deliverables 3:

Draft proposals

Timeline: 30 working days

Tasks 4:

Finalizing the proposals based on comments from the team, donor and other relevant final proposals

Deliverables 4:

Final proposals

Timeline: 20 working days

Tasks 5:

Completion of all deliverables incorporating all suggestion and comments

Final budgets

Final risk management matrices and final M&E frameworks

All deliverables to be submitted in two formats – narrative package and summary PPT

To qualify as an advocate for every child you will have…

• Master’s degree or above in Education or Social Science or any related field
• Minimum of 5 years’ experience relevant to the TOR requirements
• Significant experience of leading proposal development processes, especially for the European Union and Finland and GPE in the education sector
• Experience developing a pooled funding mechanism for humanitarian response
• Strong understanding of the impact the COVID-19 pandemic has had on the education sector
• Good understanding of education needs in Myanmar's complex context
• In-depth knowledge and experience in writing proposals, reports in Myanmar or similar contexts
• Strong English writing skills including strong analytical and communication skills
• Ability to coordinate well with others, including at a distance
• Knowledge of UNICEF and asset
• Experience in Myanmar an asset including familiarity with the education need within Myanmar and/or the region
• Good knowledge of issues related to girls, children with disabilities, IDPs, and other vulnerable populations

Technical competencies must be demonstrated in the following areas

Understanding of the overall global development context, including issues such as: poverty, conflict, and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, WASH, Health and Communications within UNICEF)

Knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming. Experience of working in the areas of resilience and Education

Ability to support engagement with partners (e.g. Sector Wide Approaches, Education in Emergency Clusters, Global Partnership for Education, Education Cannot Wait, Education Provider Forums, Delivering as One, Inter-sectoral partnerships such as in ECD), as well as networking with other key partners

Understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in Education.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
