Purpose of Activity/Assignment:

The purpose of the consultancy is to review, document key results, lessons learned, challenges and recommendations related to UNICEF support for day care service services for children with disabilities; including support for development of related legislation, policies, ccapacity building, and support for the operation of day care service models for children with disabilities (CWD) in selected provinces. In addition, this consultancy will also support training to increase knowledge of UNICEF relevant counterparts on disability inclusive policies.

Scope of Work:

Assessment of UNICEF support for day care service services for CWD:

The assessment of UNICEF interventions on day care service will include a literature review of relevant legislation and policies related to alternative care and children with disabilities. It will include interviews and meetings with key officials of the Ministry of Labour, Invalids and Social Affairs (MOLISA), other government agencies and social organizations and will include the assessment of the results of UNICEF support for the development of related legislation, policies, and capacity building activities.

The assessment will include collecting available data and information on the activities conducted as part of UNICEF support in the project areas, including and operation of day care service models for CWD in selected provinces including Da Nang, Ho Chi Minh city and Kon Tum. In Ho Chi Minh city (HCMC), UNICEF supported day care services at the Thi Nghe social protection centre for children with disabilities. In Da Nang, UNICEF has been supporting Da Nang Association for Victims of Agent Orange (DAVA), a Civil Organisation working for children with disabilities, to provides day care services for children with severe disabilities through its two day-care centers; one in Thank Khe district and another one in Hoa Vang district. Since 2018 UNICEF had also supported Kon Tum Department of Labour, Invalids and Social Affairs (DOLISA) to pilot in a social protection center the day care services benefitting 30 children with disabilities. Children who benefitted from the day care service models mostly come from poor families, with severe disabilities, and are not able to attend regular schools because inclusive education and specialised schools do not exist in their neighbouring localities or they have very severe disabilities that local schools can’t enroll them. The day-care centres provide an environment for children with severe disabilities to socialize, acquire life skill and literacy skill, and have basic vocational training and rehabilitation services during daytime on weekdays. In this way, their parents can engage with income-generating activities and provide care and support at home in evenings or during weekend for their children.

The assessment will look at what have been done and results of the day-care service centres and the benefits to children and families. It will be key to collect information on beneficiaries’ satisfaction, relevance of service provided based on beneficiaries needs and expectations. It will also measure what are the improvements of children with disabilities and their families’ conditions, interactions and social inclusion. Consultations with UNICEF, national and local counterparts will be key to assess the relevance of the interventions, their results, challenges and lessons learned. Observations and focus group discussions with key stakeholders including local leaders, staff of DOLISAs, DAVA , centres’ staff, parents, and children will be conducted in Kon Tum, HCMC and Da Nang to bridge data gaps as highlighted in the literature review.

Sensitization of key stakeholders on disability inclusive policies and consultation on the day care services:

Preliminary findings from the literature review and data collection from the three selected locations will be presented to concerned stakeholders in workshops in Da Nang, Gia Lai and at the national level (for stakeholders from HCMC and national level) together with training on disability inclusive policies. The objectives of these workshops are to validate initial findings on the assessment of the UNICEF supported for day care services, discuss recommendations/ways forward with regards to the models, and increase knowledge and understanding of concerned stakeholders on how to design and improve policies or systems to be more disability inclusive.

Develop guidelines and a training manual on day care services for CWD:

Upon the final findings and recommendations from the assessment, the selected consultant will help to develop guidelines and a training manual on how to establish and operate a day care services for CWD. Since the Child Protection section has some drafts of these materials, the consultant can review, revise and update these materials taking into consideration findings and recommendations from the assessment.

Assessment criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification weight 75 points:

- Advanced degree on Social Work, Disability, Human and Social Development or related social science disciplines – 10 points

- At least 10 years of relevant work experience, preferably in policy development, research, social work, and disabilities – 15 points

- Expertise in undertaking social research, advising Governments on social and family policies, and interaction with children with disabilities and familiarity with research ethics when working with particularly vulnerable groups – 15 points

- Strong knowledge on child protection, alternative care, children with disabilities – 15 points

- Proven capacity of compiling good practices in the social welfare and policy sphere and and strong facilitation skills in engaging multiple stakeholders in consultative processes – 10 points

- Work experience with UNICEF or other UN agencies – 5 points

- Strong communication; Fluency in written and spoken English; Excellent writing skills – 5 points.

The passing score for the technical assessment is 55 points.

b. Financial Proposal weight 25 points:

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

Financial proposal: All-inclusive lump-sum cost including consultancy fee, international travel, domestic travel for 5 days in Ha Noi, 02 days in HCMC, 4 days in Da Nang and 4 days in KonTum/Gia Lai, accommodation, translation of contents from Vietnamese to English and vice-versa (estimated of 200 pages) and any other costs for this assignment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
