Duties and Responsibilities
Background The UNSCR 1325 on WPS, adopted in 2000, called on the UN and its Member States to step up efforts in ensuring equal participation and full involvement of women in the maintenance and promotion of peace and security. UN Member States and regional organizations have subsequently adopted national/regional action plans (NAPs/RAPs) to implement UNSCR 1325. NAPs provide an opportunity for civil society and governments to decide on concrete strategies and actions to advance the WPS agenda. NAPs developed by African countries further enhance the leadership of women in the transformation of Africa, in line with Africa Agenda 2063 and the Sustainable Development Goals of the 2030 Agenda. Since 2013, Angola has made significant progress in creating a positive legal, policy and programmatic framework, which has allowed for a growing and concerted commitment to address gender inequality and advance women’s development in Angola. The August 2022 elections marked an increase in women’s political participation in government ranks (33% women, including Ministers of State) and in the legislative body (38% women). The country elected for the first, women as Vice-President and President of the National Assembly. There is, therefore, a positive trend in regard to participation, however, there still is work to be done to ensure that women are involved systematically in decision-making processes and that gains at the political level trickle down to other sectors related to economic and social empowerment. Angola’s NAP (2017-2020) recognized that peace is closely linked to equality between women and men and sustainable development, and affirmed the important role that women play in preventing and resolving conflicts and consolidating peace. It also intended to contribute to the eradication of human rights violations of women in conflict situations, including sexual violence affecting women and girls in aggravated forms and trafficking in women and children. Based on its experience with the first NAP, the Angolan Government has acknowledged the need to develop a 2nd Generation NAP, featuring inputs from all relevant sectors, thus contributing to the country’s aspirations of strengthening gender equality within a multi-sectorial approach, based on the four pillars of the WPS agenda. In addition to national priorities, the NAP will provide an opportunity to promote and strengthen Angola’s growing role as a peace broker in the region, therefore increasing women’s active and meaningful participation in regional peace and political processes. The international consultant will therefore lead the process of assessing the implementation of Angola’s 1st NAP for and developing a 2nd Generation NAP. Organizational Setting To develop Angola’s 2nd Generation NAP the Government has created a Technical Working Group led by the Ministry of Social Action, Family and Promotion of Women (MASFAMU) and comprising of the Ministry of National Defense, Former Combatants and Veterans of the Country, the Ministry of Interior and the Ministry of External Relations (MIREX), with technical support from the United Nations in Angola (Resident Coordinators Office and the UN Development Programme). An Intersectorial Group to oversee the NAP development and implementation process and will be comprised of the lead ministries and other relevant State and civil society stakeholders, with national women’s organizations as an integral part of the process. The Intersectorial Group is expected to inform the development process, including the validation of the 2nd Generation NAP, and oversee and contribute to its implementation. The international consultant will support the Government of Angola in assessing the implementation of the first National Action Plan (2017-2020) for the Implementation of Security Council Resolution 1325 (Women, Peace and Security Agenda) and developing a 2nd Generation NAP, under the leadership of the Ministry of Social Action, Family and Promotion of Women and the aforementioned Technical Group. Reporting The international consultant will work under the supervision of the Peace Development Team of the Resident Coordinator’s Office, in close coordination with UNDP’s Governance Unit and under the technical guidance of the Policy Specialist on Women, Peace and Security at UN Women Regional Office for East and Southern Africa. The international consultant will lead the consultancy team working closely with a national consultant. The outputs of the consultants will be evaluated, primarily by the Peace and Development Team of the RCO, UNDP’s Governance Unit and the Technical Group. Output/Work Assignments a) Preparatory phase: Tasks: • Conduct a desk review of existing relevant documents and reports from State and Non-State actors related to peace and security and its contribution to Angola’s NAP with support from the national consultant b) Phase 1: Initial Assessment and Development of Zero Draft 2nd Generation NAP Tasks: • Lead preliminary consultations with relevant stakeholders on implementation of the NAP (2017-2020) • Draft report with findings and recommendations of the NAP (2017-2020) • Develop a standardized data collection tool with input from the national consultant • Propose the Outline/Zero Draft of the 2nd Generation NAP with new proposed interventions based on emerging issues in the country, and terms of reference for the proposed coordination and implementation structure, with inputs from the national consultant c) Phase 2: Local Consultations and Validation Workshop Tasks: • Prepare materials for the consultations, including methodology, concept note, agenda and presentations, with support from the national consultant • Lead and facilitate local consultation workshops • First draft of the 2nd Generation NAP with input incorporated from consultations • Prepare materials for the validation meeting, including methodology, concept note, agenda and presentations with support from the national consultant • Lead and facilitate validation workshop. d) Phase 3: Finalizing the 2nd Generation NAP Tasks: • Revise/update the logical framework with clear interventions, SMART indicators, targets, baseline, responsible institutions, and costing, with support from the national consultant • Finalize the document of the 2nd Generation NAP document based on recommendation from key stakeholders and Steering Committee. • Prepare and present Final Draft of the 2nd Generation Deliverables 1. Preparatory Phase: Workplan for the Development of the 2nd Generation NAP 2. Phase 1: Report articulating progress made, and recommendations on the implementation of Angola’s first NAP and zero draft of 2nd generation NAP including coordination and implementation structure as well as proposed interventions based on emerging issues in the country and the standardized data collection tool 3. Phase 2: First draft of the 2nd Generation NAP with input incorporated from consultations, including narrative section and logical framework. Include as annex materials for consultations and validation workshop 4. Phase 3: Final 2nd Generation NAP on Women, Peace and Security, incorporating comments of the validation meeting and with a Monitoring an evaluation plan as annex.
