Purpose of Activity/Assignment:

UNICEF South Sudan Country Office already has several activities running to reinforce its commitment towards sustainable programs. Through the support of World Bank South Sudan COVID-19 Emergency Response and Health Systems Preparedness Project, UNICEF South Sudan is preparing to provide sustainable solar power supply to various health delivery infrastructures in Jonglei and Upper Nile providing Comprehensive Emergency Obstetric & Newborn Care Services (CEmONC).

UNICEF South Sudan is therefore seeking to hire a qualified Electrical and Mechanical Engineer with specialization in Renewable Energy (M&E/RE Engineer) to be able to support the health facility solar electrification project and ensure quality throughout all the phases of the projects.

Main Duties and Responsibilities:

This position requires a technical knowledge of renewable energy especially solar system engineering, electrical

and mechanical engineering. UNICEF South Sudan Country Office is currently hiring an international consultant to provide technical assistance on the planned solar electrification projects. The consultancy service is required from 1st of January 2022 to 15th December 2022, for total duration of 11.5 months.

Scope of Work:

The consultant will support UNICEF South Sudan country office in solar electrification of 8 hospitals in Jonglei and Upper Nile states of South Sudan currently providing Comprehensive Emergency Obstetric & Newborn Care Services (CEmONC), by conducting below

  1. Conduct detailed energy need assessment for the health facilities identified for solar electrification project and prepare estimate of energy loads (KWp requirement) required per facility.
  2. Develop detailed specification of the solar energy package required per facility, including the hardware (solar panels, battery banks, invertors and charge controllers, etc). Develop detail documentation for maintenance requirement, capacity building, spare part supply etc.
  3. Work with UNICEF South Sudan Supply and Logistics section to develop essential documents required for procurement of the services
  4. Work with UNICEF RO and SD to provide full documentation/responses to queries emanating in the technical screening process and provide prompt feedback.
  5. Monitor procurement progress and engage stakeholders for implementation of in-country logistics and installation and commissioning activities.

The consultant will liaise with the relevant stakeholders engaged in the renewable energy sector and including with national/international suppliers, installers and field technical operations, in identifying and managing systems needing site visits. This role will work in challenges contexts where local resources and capacities can be limited

Work Assignment Overview/ Deliverables/Outputs

  • Identify and map health facilities providing CEMONC services in Jonglei and Upper Nile for solar electrification; Conduct preliminary readiness assessment of health facility providing CEMONC services
  • Conduct energy need assessment and power requirement for health facilities providing CEMONC services
  • Prepare detailed specifications, inclusive of power and hardware requirements (solar panels, battery banks, invertors, and charge controllers)
  • Prepare bill of quantity for solar electrification per facility or all facilities, whichever is more feasible for implementation
  • Preparation of bidding document and tendering process (use LTA available through UNICEF Supply Division)
  • Develop monitoring and quality assurance plan for installation and commissioning process
  • Prepare project implementation progress update
  • Continue engagement with UNICEF RO/Supply Division; and monitor procurement and delivery of solar devices and all related accessories
  • In country transportation of solar devices and accessories to installation sites
  • Monitor Installation and commissioning of the solar equipment; In country transportation of solar devices and accessories to installation sites
  • Monitor Installation and commissioning of the solar equipment and certify payments to the vendor
  • In country transportation of solar devices and accessories to installation sites
  • Detailed maintenance and repair plan for the solar installation
  • Monitor Installation and commissioning of the solar equipment and certify payments to the vendor
  • Train technicians on solar system troubleshooting and maintenance
  • Validate proper installation and commissioning; and functionality of solar installation and certify payments to the vendor upon satisfactory completion of activities
  • Monitor/assess proper functioning of the solar power plants and certify payments to the vendor; organize handover of the project to state MOH/CHD
  • Facilitate handover of activity to country office

Minimum Qualifications required

  • Minimum (2) years’ working experience in the renewable energy sector. The 2 years of work experience can be substituted with a relevant master’s degree/specialization in Renewable Energy and a minimum of 1-year work experience

Knowledge/Expertise/Skills required:

  • Understanding of solar module manufacturing processes, tools, equipment and materials
  • Knowledge of PV module reliability testing, compliance testing, and certification
  • Extensive AutoCAD experience drafting 1 and 3-line diagrams
  • Proficient with understanding of NEC code, CEC, building codes, structural codes, etc
  • Experience with site data collection, monitoring and database management
  • Experience with grid connected distribution such as generator, UPS or battery systems a plus;
  • Experience with Solar Energy systems other than Solar PV;
  • Knowledge of energy efficiency and energy conservation concepts;
  • Experience with energy modelling software like EnergyPlus, eQUEST or others
  • Previous working experience with UNICEF, other UN agencies or international humanitarian organizations is an asset

Language Requirements:

  • Knowledge of another UN languages is an asset

Payment Schedule

Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed Terms of Reference.
