The DRC is one of the pilot countries in partnership with the Global Partnership for Education (GPE) to access funding as part of its new operating model in line with the GPE 2025 Strategy. The allocation takes the form of three grants:

  • Strategic Transformation Grant (STG), System Capacity Building Fund (SCG) and Girls Education Accelerator (GEA).

The maximum allocation is US $ 162.5 million plus Gender Equality Funding of up to US $ 25 million. In addition, the Democratic Republic of the Congo is eligible for System Capacity Building Funding of US $ 4.7 million and Multiplier Fund allocation of up to US $ 40 million, which should be supplemented by co-financing.

Prior to the grants submission, a series of documents need to be elaborated such as the Partnership compact, studies and analysis.

As Coordinating Agency, designated to support the Government, line ministries and especially the Ministry of education, the Local Education Group and key partners, UNICEF is looking for a qualified consultant to support the process and ensure coordination with key stakeholders while promoting the sector dialogue and coordination of the whole process

Under the guidance and supervision of the Chief of Education, (Level 5), the education consultant is responsible for facilitating policy dialogue around GPE System Transformation Grant requirement analysis and the development of the Partnership Compact as well as support he Ministry and relevant partners throughout the process.

How can you make a difference?

The consultant will be assigned to several activities to support the work program of the UNICEF Education section– in their role as the Coordinating Agency and development partner. This includes:

Partnership Compact development:

  • Facilitate the policy dialogue around requirement areas, ahead of the requirement package submission to the Independent Technical Advisory Panel (ITAP).
  • Facilitate evidence-based and collaborative Partnership Compact development process, to identify system transformation priorities.

Supporting policy and planning cycle:

  • Work with the UNESCO and other development partners to support the development of the education sector analysis (RESEN), making use of recent statistical yearbooks.
  • Work with the Ministries of Education and development partners to support the organization of the 2021 Joint Sector Review to take stock of progress in implementing the ESSP 2016-2025.

Program Management:

  • Monitor the implementation of UNICEF education programs in DRC including Technical and operational support to program implementation for GPE.

Local Education Group support

  • Technical and operational support to the effective functioning of the Local Education Group and the Development Partner Group, particularly in the areas of sector planning & monitoring, domestic financing and PFM, and EMIS/data systems.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: education, economics, or Social Sciences fields relevant to international development.
  • Experience: A minimum of five years of professional experience in education programme planning in development and emergency contexts.
  • Strong analytical, organizational and writing skills required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Experience in GPE grants process and program design as well as procedures and familiar with the 2025 strategy
  • Language Requirements: Fluency in French and English is required.

Submission of Technical and Financial Offers

Applicants are invited to produce:

1. A technical offer including, among other things, an understanding of the mission, the detailed methodology, a timetable for the implementation of the consultancy.

2. A financial offer indicating the total remuneration (fees, mission expenses, etc.). It must include the details of the period of validity and the method of payment that will be made according to the procedures approved by UNICEF.
