How can you make a difference?

UNICEF provides technical assistance to the Education and Literacy Department of Government of Sindh as part of the EU Sector Budget support Development through the Enhanced Education programme (DEEP). The purpose of Sindh Technical Assistance for DEEP (STA-DEEP) is to provide technical assistance to SELD for education reforms prioritized in the Sindh education sector plan (SESP). There are three main components in STA-DEEP;

  1. Annual Planning, Coordination, Monitoring and Reviews
  2. Strengthened Data Management & Usage
  3. School Clustering Policy Implementation

Under the school clustering component, STA-DEEP is supporting SELD in two main areas. Firstly, in the management and administration through the development of an updated school clustering policy and model followed by effective implementation by providing technical support to orientate and train provincial, regional, district and cluster officials on revised school clustering policy framework, including guidelines, manuals and SOPs. Secondly, in the implementation of the piloting phase of school clustering model in six districts in Sindh province.

The consultant will support Sindh Teacher Education Development Authority (STEDA) and Provincial Institute of Teacher Education (PITE) to devise a detailed operational plan for piloting Continuous Professional Development (CPD) model and a Monitoring and Evaluation framework to roll-out CPD effectively in Sindh province. Phase 1 roll-out in six districts is planned f0r 2021. This will then be followed by further roll-out in all districts. The consultant will work closely with a third party provider to support STEDA and PITE to develop an initial teacher needs assessment based on the Professional Teaching Standards. In addition, the consultant will also support the development of formative assessment tools for teachers to assess prior learning needs and learning needs of students against the student learning objectives in the curriculum.

The consultant will oversee the development of a robust monitoring and evaluation framework, including data collection templates and tools, analysis of data and complete an evaluation report on the pilot school clustering implementation.

To make a difference, you will be accountable for the following tasks and deliverables:

Tasks:

  1. Support SE&LD to develop an operational plan for CPD piloting in six clusters in Sindh Province. This includes feedback from provincial and district level education officials, headteachers and teachers;
  2. Lead and quality assure the development of a rapid needs assessment and baseline of current CPD policy, model and modules, manuals and training materials which will support the CPD policy and clustering implementation including:

    I. Analysis of current policy, model and current training plans, modules and materials for training of key provincial and cluster staff conducted

    II. Preparation of a roadmap for preparing/updating modules, manuals and guidelines.

  3. Development of a strategy and tools for a Training Needs Assessment (TNA) in line with Teacher Professional Standards and career path to support decentralization of clusters. This includes classroom observation toolkit, teacher self-assessment, teacher action plan templates;
  4. Lead the development of, and quality assure training plans and exemplars of modules and manuals to train staff at provincial and district levels (including cluster heads, guide teachers and subject coordinators). This includes leading material development workshops and participatory technical working group meetings and development of exemplars and models.
  5. Lead and quality assure the development of a package of training materials to train field coaches who will model and coach cluster hub headteachers, guide teachers and subject coordinators. Lead training to field coaches;
  6. Support SE&LD to develop monitoring and evaluation framework to ensure quality implementation of CPD policy. This includes progress tracking mechanism including all tools and templates, data collection and training for data collectors in the field.
  7. Implementation plan for the decentralised cluster-based TTRCs through consultations and review of best practices.
  8. Lead and quality assure all guidelines, training manuals and training of all processes, materials and training including focus on gender equity; and
  9. Evaluation of pilot cluster implementation and preparation of an roadmap with recommendations for full-scale rollout of CPD in Sindh province.

Deliverables:

  1. Developed and submitted operational plan for CPD piloting;
  2. Prepared needs assessment report and Prepared roadmap;
  3. Prepared strategy and needs assessment toolkit;
  4. Prepared and submitted detailed training plan and exemplars of modules and materials;
  5. Package of training materials to train third party field coaches;
  6. Developed and submitted monitoring and evaluation framework, including progress tracking mechanism and all tools and templates.
  7. Implementation plan for the establishment of TTRCs;
  8. Prepared guidelines and training for quality assurance including gender equity. Training of master trainers to rollout quality assurance training at provisional and district level;
  9. Evaluation report of pilot cluster implementation and roadmap for full scale roll-out.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education; *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 8 years of education and experience in policy and practice in teacher education. Including experience in teacher professional learning, teacher training, teacher professional standards linked to career pathways, coaching and mentoring
  • Experience in materials development including devising modules, manuals and training plans,

    quality assurance

  • Experience in monitoring and evaluation of programmes, including preparing progress tracking mechanisms, data analysis and report writing
  • Substantial experience of working in Education in a development context, specifically Pakistan, an advantage
  • Willingness to accept the assignment at short notice;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
