Background/Purpose

UNICEF South Sudan has over 100 donor-funded grants to manage each year, with varying requirements and conditionalities. To maintain the South Sudan office’s good track record of timeline reporting, ensure effectiveness in supporting the different sections, and uphold the quality of deliverables, UNICEF requires additional support for its Donor Relations Team over the period of 11.5 months. Currently, the South Sudan Country Office (SSCO) has over 120 donor reports due each year.

Experience has shown the need for consultancy support in the area of editing and quality assurance of reports in addition to reinforcing capacity in reporting, proposal development, and grants management (including financial reporting and M&E). Lessons learned to date identify the need for a strong writer with professional experience in UNICEF programming and results-based reporting, writing, and documentation.

Additional support is also needed in the leading and development of multi-sectoral proposals, for emergency response, in particular. Knowledge of UNICEF’s work and the requirements of key donors is also essential.

Main Duties and Responsibilities:

Under the supervision of the Donor Relations Manager (P4), the consultant will be responsible for editing, fact-checking, and some writing for the above-mentioned donor reports, applying the following strategies:

  • Support the review, editing, and finalization of the 70 reports due within this period. This includes:
    • Establishing reporting deadlines with different sections, in consultation with the DR Manager
    • Following up on the timely submission of inputs with program colleagues
    • Review of compliance of implementation within UNICEF programmatic and technical obligations to the donor (in line with proposals/grants agreement)
    • Ensuring quality of report presentation in time for donor submission
  • Lead the development of proposals in collaboration with the relevant section focal points and the Donor Relations team, including drafting of sections based on inputs from program colleagues and editing/quality assuring proposal documents before submission to senior management and donors.
  • Support for internal management of contractual requirements to donors. Including regular liaison with donor and HQ counterparts to address issues around grant negotiation and donor compliance.
  • Support oversight on financial grant management, including flagging issues related to outstanding grant balances, fast-approaching grant expiration, etc.

Key deliverables:

  • Timely completion and review of donor reports in line with SSCO quality standards.

- reports finalized and submitted to DR Manager/Deputy Representative (target TBD based on reporting requirements)

  • Support internal coordination around questions related to proposals, reports, and grants

- 100% reviewed proposals (target: TBD)

  • Lead and coordinate concept notes and proposal development, as required.

- Active engagement with donors (as requested) and HQ colleagues on issues related to partnership management

Supervisory arrangement:

This position will report to the Donor Relations Manager, with frequent communication with the following counterparts:

  • Internal: Donor Relations Team, Deputy Representative- Programmes, program colleagues, Budget Team
  • External: Regional office/HQ colleagues as needed

Work arrangement:

This position will be remote-based. The consultant is expected to have a laptop and basic internet package to facilitate calls/meetings (Zoom or Microsoft teams).

Payment schedule:

Payments will be based on a monthly invoice submitted to the supervisor.

To qualify as an advocate for every child you will have…

  • An advanced University Degree in development and/or social sciences or related technical field is required
  • Minimum of 5 years of related work experience in emergency proposal development and reports writing essential
  • Good understanding of UNICEF programming. Previous experience with Donor Relations work with UNICEF country offices is an asset.
  • Ability to support the translation of analytical findings and evidence into a cohesive narrative.
  • Excellent oral and written communication and report writing skills in English.
  • Demonstrated capacity in M&E and budgeting for large-scale programs or emergency programming an asset
  • Excellent ability to collect, treat and analyze data. Advanced computer literacy expected in Word, Excel and Power Point.
  • Fluency in English is required.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
