Purpose of Activity/Assignment: The consultant will undertake a comprehensive donor strategy analysis and diagnostics aligned to the UNICEF country programme cycle 2023-2025 and its commitment to Humanitarian Action. The consultant will translate the findings into a Resource Mobilisation Strategy for UNICEF’s South Sudan Country Office for the Country Programme 2023 – 2025 and for UNICEF’s Humanitarian Action for Children (HAC) appeals.

Background UNICEF South Sudan is looking for an international consultant to support resource mobilization efforts and the establishment of mechanisms and structures for resource mobilization in the South Sudan Country Office in the context of the start if its new Country Programme 2023-2025.

The candidate will work remotely for the period of the assignment with one trip to Juba, South Sudan, foreseen for the period of up to 2 weeks. The consultant’s purpose is to develop UNICEF’s resource mobilization strategy scanning the resource mobilization environment, consulting key stakeholders, and identifying concrete actions to strengthen UNICEF’s resource mobilization.

Embedded in the Planning, Monitoring, Evaluation, and Reporting (PMER) section of UNICEF South Sudan and under the guidance of and in cooperation with the Donor Relations Specialist (P3), the candidate would carry out the assignment in close collaboration with a number of colleagues in the office.

This assignment requires an experienced resource mobilization expert who has a track record in assisting UNICEF / UN country offices to develop resource mobilization strategies for complex emergency countries like South Sudan. This entails an analysis of trends in the public private financing landscape to propose innovative resource mobilization strategies for the new country programme.

The South Sudan Country Office’s new Country Programme (2023 to 2025) commenced on 1 January 2023, and it will be implemented in a complex and multi-hazard environment that includes the on-going impacts flooding, conflict, chronic economic crisis, and significant child rights violations and deprivations. This will require a robust resource mobilization strategy to raise adequate resources necessary to implement various innovative strategies to achieve expected results for children, especially the most disadvantaged.

The new Country Programme provides an opportunity for the South Sudan Country Office to prioritize results, align to the UNICEF Strategic Plan and ensure that the office is ‘fit for purpose’ to deliver commitments made for children in a fast-changing landscape of population growth, emergencies and a fluid political and economic environment.

It is anticipated there will be a decline in Official Development Assistance (ODA) due to a number of reasons that include the impact of the COVID-19 pandemic and other global trends. This unfortunately comes at a time when funding support is most needed due to the multi-hazards impacting women and children in South Sudan. As the path to peace continues, without increased levels of funding, the risk is that more and more children may still suffer as access to education, nutrition, health and other basic social services will be reduced. It is critical that UNICEF's fundraising strategies are sensitive to these salient issues that will affect women and children across the country, and that they target programmes and interventions that will have national impact across the humanitarian development nexus. Furthermore, it is essential that UNICEF positions its resource mobilisation in the context of an evolving global donor landscape.

Main Duties and Responsibilities The main documents required from the consultant are the complete Resource Mobilisation Strategy (inclusive of supporting analytical annexes and graphical presentation of trends) and the Action Plan / Implementation Plan. The consultant will report every week to the Chief PME / Donor Relations Specialist and give updates on work that has been completed as per the work plan. Drafts of documents will be sent through email to the Deputy Representative Programmes / Chief PMER / Donor Relations Specialist and face to face meetings or calls will be organized to discuss issues faced, inputs and feedbacks given.

The outcome of this assignment is to: The objective is to support UNICEF South Sudan resource mobilization objectives by developing a Resource Mobilisation Strategy for the CP 2023 – 2025. The scope of the consultancy will explore to the extent possible opportunities to mobilize from the public (and potentially private) sector and will assess opportunities for leveraging government and / or multilateral funding. In addition, the consultancy will further analyze UNICEF South Sudan’s opportunities for innovative financing (outside of traditional donor support) including South-South co-operation and engaging some of the emerging donors. The consultant is expected to undertake and in-depth analysis of the donor context, donor priorities and strategies through desk review and discussions with key stakeholders and partners.

The outcome will be to produce a resource mobilization strategy document for UNICEF South Sudan for the period of the country progamme that would enable the country programme to address funding gaps in its programmes – both development and humanitarian – as well as to develop an implementation plan / action plan for the strategy.

The strategy needs to be a forward-looking action orientated document taking cognizance of the ever-evolving donor landscape, as well as drawing from past lessons. The strategy must also explore new aid modalities and actors and outline a strategic approach to leveraging existing and new partnerships as well as recommend ways to diversify UNICEF South Sudan’s resource base.

Scope of Work: The specific tasks of the consultancy will include: • Desk review of relevant documentation (Country Programme Document; donor contributions, funding trends, nature of expenditures) • Conduct a comprehensive analysis of the donor environment for potential global, regional and local donors, including private sector to map the feasibility of securing multi-year and thematic funding and recommend ways to develop and maintain strategic partnerships and engagement with key donors, (past, present and future). o The analysis will cover both development and humanitarian programmes and place a particular emphasis on resilience programmes. o The analysis will review key bilateral and multilateral donor strategic priorities for South Sudan and reflect on how these fit with UNICEF South Sudan’s strategic funding goals recommending relevant approaches for donor engagement. o Review and assess multilateral and International Financing Institutions (IFIs) funding trends. o Explore opportunities for partnerships from emerging donors and private sector and foundations. • Recommend ways to develop and maintain strategic partnerships and engagement with key donors, (past, present and future). Develop a Resource Mobilisation Strategy for the Country Programme 2023 – 2025 including a detailed implementation Plan / Action Plan of the strategy.

Methods The consultant will consult with all relevant stakeholders in the Country Office, Sections Chiefs, Representative, Deputy Representative and Partnerships team to enable him or her to have relevant information for the completion of the task. Consultation will also be conducted with key stakeholders (donors and UN partners). Furthermore, an extensive desk review of potential partners’ policies and strategies is expected.

Under the supervision of the Donor Relations Specialist and in close consultation with the Chief of PMER and the Deputy Representative (Programme), the consultant will develop a Resource Mobilisation Strategy to guide fund-raising for the Country Programme 2023 – 2025 as well as UNICEF’s Humanitarian Action for Children. This is in view of declining ODA and in line with UNICEF’s commitment to making a difference for the most vulnerable and left behind. In addition, the Consultant should ensure that the RM Strategy Action Plan / Implementation Plan builds on best practices and follows organizational guidelines and timelines. The consultant will work closely and receive support from the Deputy Representative Programmes Team led by the Dep Rep/PME Chief.

Deliverables and Schedule of Payments The payments will be delivery-based on progress submitted by consultant as per the major deliverables as follows:

Involvement of key stakeholders UNICEF will assist with the coordination of key stakeholder’s contribution to the work. The latter will be listed, reviewed and agreed with the selected consultant during the inception phase of the consultancy.

Supervision of the consultancy The consultancy will be supervised by the Donor Relations Specialist, in coordination with the Chief PMER and the Deputy Representative.

Minimum Qualifications required: Knowledge/Expertise/Skills required:

Education

Advanced degree in the social sciences (Sociology, International Relations, Anthropology, Development studies, Economics/Statistics) or related fields relevant for the assignment

Language Requirements: Fluency in spoken and written English is a requirement

Professional experience: 10 years

• Employment experience – a minimum of ten years of senior level professional work experience at national and international levels. • Extensive experience in donor engagement and resource mobilization • High standard of written and verbal English • Ability to engage high-level stakeholders in in-depth discussions • Strong analytical skills with the ability to present data and write a clear and concise manner • Positive and “can-do” attitude with excellent inter-personal skills • Familiarity with UNICEF’s planning processes will be a solid advantage. • Experience working in emergency context is desirable
