Purpose of Activity/Assignment:
To address the effects of climate change, Mauritania has committed as part of its Nationally Determined Contribution to reduce its greenhouse gas emissions by 22% by 2030. According to the latest report of the Coordination Board of the National Programme on Climate Change (CCPNCC), Mauritania would have to invest more than $9.37 billion to achieve its goals, with the support of the international community.
The Ministry of Environment and Sustainable Development coordinates national efforts and has benefited from the GCF's readiness programme which aims to strengthen the commitment and capacity of stakeholders to access climate finance. This program has enabled the CCPNCC to develop the National Adaptation Plan (NAP) submitted to the Green Climate Fund (GCF), which provides the framework for exchange and consultation between the country and the Fund and sets national priorities in the fight against climate change for vulnerable sectors (including the hydraulic sector) or GHG emitters.
The NAP was established for a period of six years, from 2020 to 2025, to align with the country's development objectives and the international deadlines for implementing the Sustainable Development Goals. It was developed involving all stakeholders (public sector, private sector, civil society). The NAP aims to mobilise the necessary funding for the implementation of projects and programmes in the sectors identified as priorities. Under its framework:
• 33 projects were collected from stakeholders and assessed against the GCF investment criteria and specific national criteria, including the identification of an accredited entity. Concept notes for 15 projects have been developed or are being developed with already identified accredited entities,
• A portfolio of 6 Readiness activities has been established to address the capacity building needs of the CCPNCC, climate and water sector knowledge, and civil society and the private sector in terms of access to the GCF.
For the Water Sector: a readiness activity (400,000 USD) and 2 projects (10 million and 23 million USD) have been selected in the NAP, with as implementing entities the Ministry of Hydraulics in partnership with the Global Water Partnership and the Sahara and Sahel Observatory (entities accredited by the GCF) and the Ministry of Environment and Sustainable Development supported by UNDP.
The NAP was established for 6 years with a first implementation period of 2 years (2020-2021). It includes readiness activities for USD 2 million in project preparation support for USD 5.5 million and investments for USD 180.5 million. These data are to be compared with the GCF dashboard for Mauritania (Mauritania | Green Climate Fund) where 2 readiness activities and 3 approved projects are registered for total amounts of USD 3 million and USD 18.5 million respectively.
A mid Term Review of the NAP is planned for 2022
UNICEF, in cooperation with the Ministry of Hydraulics and sanitation (MHA) is planning to support the adaptation agenda of the Government in the Water Sector and is ready to support the Ministry of Environment and Sustainable Development (MEDD) to submit a readiness proposal to the Global Climate Fund.
The purpose of this Consultancy is to assist the Government of Mauritania and the UNICEF Mauritania Country Office team to develop high quality GCF Readiness proposal:
Collaborate with the National Designated Authority (NDA) of Mauritania and UNICEF to review proposed GCF Readiness proposal ideas to ensure alignment with the objectives of the GCF Readiness support programme,
Support and facilitate the NDA and UNICEF team to draft a list of possible GCF Readiness proposal ideas ensuring alignment with the objectives of the GCF Readiness support programme,
Coordinate, collate and streamline strategic inputs into one GCF Readiness proposal from the NDA and UNICEF (on the NDA prioritised proposal idea), supporting with the background information and research,
Support the NDA and UNICEF team to draft a Readiness proposal (including the Budget and Procurement Plan) for the 2022 Readiness window ensuring alignment with the objectives of the GCF Readiness support programme,
Review comments from GCF on the proposal coordinating and addressing subsequent rounds of comments,
The consultant will work under the technical and administrative supervision of the Head of the WASH Section of UNICEF Mauritania. He/she should have his/her own working equipment (laptop, telephone and others) during the consultancy. The field missions and other travel related to the mission will be performed with UNICEF vehicles and/or those made available by the office. The consultancy is expected to be undertaken remotely, with regular calls and updates on progress received. A mission in Mauritania is foreseen at the beginning of the consultancy.
The consultant must submit a financial proposal that takes into account all costs related to this consultation (fees, daily allowance, travel expenses).

Minimum Qualifications required:
An Advanced degree in international development or other WASH or finance/economics-related field.
A Ph. D. Environmental Science will be an asset.
• Number of years of experience: 8 in climate change adaptation, environmental science with an experience in project design, in particular GCF funding proposals.
• Fluency in English and French

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
