International Consultancy: Development Financing in Sexual Reproductive Health

Duty Station: East and Southern Africa Regional Office, Johannesburg, Consultant to be home based

Duration of contract and timelines: The contract will start on 1 April to 31 July 2023, a period of 3 months for 30 days in total

Purpose of the assignment:

UNFPA’s Strategic Plan 2022-2025 is explicitly dedicated to accelerated action on the three transformative results. For this to happen, all involved actors must make the results central to policies, programmes, budgets and accountability mechanisms. Analysing investment costs and demonstrating related high returns can drive momentum in that direction.

Investment in sexual and reproductive health and rights is one of the most powerful accelerators of human progress, delivering strong returns to economies and societies through lasting benefits for individuals and families. Spending on sexual and reproductive health should be central to health system budgets but underfunding is common, for a variety of reasons.

UNFPA East and Southern Africa Regional office intends to undertake a scoping study on the role of Development Financing Institutions such the World Bank, African Development Bank, European Investment Bank, Regional financing institutions such as the Development Bank of Southern Africa and National Development Finance institutions in supporting the agenda on Sexual Reproductive Health.

The scoping study should highlight in detail the roles these various institutions have played or can play in financing the agenda of sexual reproductive health including indicating the projects examples in East and Southern Africa.

This scoping study should also aim to provide detailed intelligence, advice and recommendation which UNFPA East and Southern Africa should consider and apply when engaging these institutions, including guidance on best contacts and pipeline related to SRH from these institutions in the near future.

Scope of Work:

The successful individual consultant would need to undertake this scoping study over a period of three months (30 days) the following are some of the key questions are to guide the assignment: -

Key Questions

  • In East and Southern Africa, how are International Financing Institutions, Regional Financing Institutions and National Development Finance institutions playing a significant role in funding/financing work related to sexual reproductive health? Please provide a summary in your report and provide a detailed analysis in the annex, including showcasing and highlighting examples for a few selected countries.
  • What are the Financing modalities that UNFPA can tap from IFI’s, RFI’s and NDFIs? How are these financing modalities structured? How can UNFPA engage these financing institutions in Normative and Policy work? Who are the main players and how do we negotiate? Do provide information on the terms if available, please provide a summary in the report and provide a detailed analysis in the annex.
  • Who are the main deal negotiators of partnership with these financing institutions? What are the Entry points? What should organisations such as UNFPA do to position its self and who should they constantly engage with at financing institutions, at government level etc. ( please provide any schematic diagram of all people involved in such a deal and their level of importance , a live example will be recommended A paragraph on the political economy of these deals will be ideal.
  • What are the top ten tips you can provide to UNFPA staff as they start the journey to engage IFIs, RFIs and DFI’s?
  • Which of these are easier to engage and negotiate with what are the advantages of International, Regional and National financing institutions, please provide a brief summary in the main report and provide a details analysis in the Annex

Outputs

  • A scoping report with a detailed analysis aligned to the questions highlighted above.
  • Tips on how UNFPA staff especially Representatives, Deputy Representatives, Programme staff can successfully engage financial institutions at all levels that is International, Regional and National.
  • An Annex report of not more than 15 pages highlighting the different detailed analyses in relation to the question asked, this report should provide of good examples and case studies of good and successful projects funded through these institutions. Two or three case studies should be provided on International, Regional and National and these should be aligned to UNFPA mandate areas.
  • List of possible key contacts of the different financings institutions that’ is International, Regional and National by country

Duration and working schedule:

This work will require 30 person-days over a period of 3 months. The contract will start on 1 April to 31 July 2023.

The place where services are to be delivered:

  • The Consultancy is Home Based
  • The drafts will be submitted electronically to ESARO through the Regional Resource Mobilisation and Partnerships Advisor

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The selected consultant will be expected to deliver the following in 30 days:

  • Inception report/work plan for the whole exercise (electronic), (5 days)
  • A scoping report with a detail analysis aligned to the questions highlighted above. (10 days)
  • Tips on how UNFPA staff especially representative, deputy representative, programme staff can successfully engage financial institutions are all levels that International, Regional and Nations (3 days)
  • An Annex report of not more than 15 pages highlighting the different detailed analyses in relation to the question asked, this report should provide of good examples and case studies of good and successful projects funded through these institutions. Two or three case studies should be provided on International, Regional and National and these should be aligned to UNFPA mandate areas (10 days)
  • List of possible key contacts of the different financings institutions that’ is International, Regional and National(2 days)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The selected consultant will be required to provide regular updates through emails, participate in teleconferences as required to monitor adherence to the schedule

Supervisory arrangements:

The selected consultant will work under the supervision of the Resource Mobilisation and Partnerships Adviser at UNFPA ESARO as the contracting agent.

Required expertise, qualifications and competencies, including language requirements:

The selected consultant must meet the following minimum criteria:

Qualifications Required: -

Advanced university degree/ Master's Degree in development studies, public administration, business administration, finance or other relevant social science.

Experience Required:

  • 10 years or more of relevant professional experience in development or financial management systems.
  • Experience of working with international financial institutions
  • Strong experience working in International experience in developing and managing financing instruments. Experience in leading/supporting the financing of major government programmes
  • Strong experience in developing, implementing, and managing complex, multi-stakeholder projects/programmes;
  • Experience working for/with multi-lateral organizations (including IFIs), the United Nations, private sector and investors;
  • Experience leading and working with a range of clients, colleagues, consultants, and other partners with a broad exposure to private and public stakeholders;
  • Investment experience in a combination of developed and emerging market an asset;
  • Experience of working in or with developing countries an asset

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA will provide all printing services, booking of appointments, booking of travel, and transport to meetings and office space whenever required
