The objective is to provide technical support to the Ministry of Health (Directorate of Public Health Structures (DGGSP) for the development of the national strategy and roadmap for the strengthening of the oxygen supply chain system.

How can you make a difference?

Specific objectives:

  1. Conduct a situational analysis on the oxygen system in Tunisia, including the institutional framework and governance, gaps in the current oxygen system, and capacity for preparedness to emergency response as in the case of Covid-19, based on the current cartography of equipment and production capacities, policy guidelines, protocols, and other existing documents,
  2. Identify priority strategies and interventions based on efficiency and feasibility criteria;
  3. Develop a detailed and costed strategic plan with a results framework, including monitoring and evaluation mechanisms;
  4. Propose institutional mechanisms for the sustainable management of medical oxygen at the national level and the necessary human resources and capacity.

Methodology and Tasks

The Consultant will use a methodology that ensures an inclusive and participatory approach throughout the mission. The methodology should include (not exhaustive, the consultant can add and or propose other methods):

  • A review of existing documentation - Following a methodological approach, make a documentation of the situation on the oxygen system in Tunisia including an analytical framework considering field visits for the collection of information on policies, protocols, financing, supply, distribution, storage and use of oxygen by existing interventions, as well as the identification of good practices, weaknesses and lessons learned when scaling up in similar contexts.
  • Interview with key actors UNICEF and WHO Tunisia, Ministry of Health (DGSSP, DPM, DGS and DSSB), including some actors at the local level.
  • Coordinate workshops with key stakeholders, for the discussion for technical validation of the national strategy and roadmap. Considering the recommended objectives, the following tasks must be performed by the consultant:
  1. Meeting with key institutions and partners to deepen the findings, with a view to developing the strategy.
  2. Analyze the information and data collected and draft a national oxygen supply chain system strategy, including a situational analysis, strategic opportunities, interventions on the short and mid-term, and recommendations for scaling up the oxygen system.
  3. Develop a medium- and long-term strategy (5-10 years) with a detailed roadmap specifying the methodology, timelines, and budget for scaling up the oxygen supply chain system at all levels of the health system.
  4. Propose mechanisms for monitoring and evaluating the effective implementation of the strategy
  5. Lead workshops with key stakeholders to discuss, draft and validate the national oxygen strategy and roadmap.
  6. Present the national oxygen system strategy in a national dissemination event

The plan should be articulated with existing national policies, plans, strategies, protocols, plans and guidelines and include components related to: (i)building human resources capacity and skills; (ii) maintenance of equipment; (iii) strengthening of production, distribution and management capacities; (iv) planning mechanisms, governance, monitoring and evaluation, among others.

Deliverables

Conduct a situational analysis of the oxygen system in Tunisia

Desk review of documents, ministerial inventories, studies and reports produced by the Ministry of Health, UNICEF, government agencies, and other partners

Interviews with key informants

Identification of good practices

Deliverables: Situation Analysis Report validated, Key informant interviews guide (10 days).

Development of the methodology that will be used in the development of the strategic plan and a detailed work schedule to undertake this mission. The proposed methodology will be subject to evaluation and technical validation.

Development of the overall direction of the strategic plan:

Conducting in-depth interviews with key actors, identifying interventions and strategic and relevant in the Tunisian context; Discussion with stakeholders

Adjustment following discussions.

Deliverable: Structure of the strategic plan with the main programmatic orientations submitted and validated. (10 days)

Drafting of the strategic plan Draft the strategic plan including a detailed action plan with objectives, targets, results, outputs, activities, role and responsibility, implementation schedule, and provisional budget as well as a Monitoring and Evaluation outcome framework with national and sectoral targets. Its development needs to be inclusive and participatory.

Development of the budgeted action plan

Discussion workshop

Deliverable: Draft strategic plan and roadmap submitted and validated (the timelines of the roadmap will be discussed with the key stakeholders (20 days)

Finalization of the strategic plan and the budgeted action plan: Integration of comments and finalization of the strategic plan; Discussion workshop and validation; Prepare a PowerPoint presentation Deliverables: Strategic plan and a finalized and valid budgeted action plan (the period of the action plan will be defined during discussions with stakeholders).

PowerPoint presentation and infographic to disseminate the results of the situation analysis (5 days)

Technical note - which presents the proposed approach and the implementation calendar

Curriculum vitae describing degrees in relevant disciplines related to the mission, gender, expertise, and relevant experience related to the mission;

Financial proposal with a detailed breakdown of the costs for carrying out the consultation to be submitted separately from the technical offer. International travel and living allowance must be integrated into the financial offer based on the planned missions. Travel costs will be calculated based on an economy class flight, regardless of the duration of the trip. The flights to be considered must correspond to the most economical itinerary. The logistical costs of organizing the workshops will be covered by the UNICEF Tunisia.

PROPRIETARY RIGHTS: The products developed under this mission remain the property of the Ministry of Health and UNICEF and their partners who will be authorized to use them. The Ministry of Health and UNICEF own the copyright of the products developed under this mission and may decide to use/publish/disseminate them in the original or revised form as a publication of the Ministry of Health and of UNICEF.

To qualify as an advocate for every child you will have…

Advanced university degree in Public Health, Biomedical Engineering, or any other related field.

Proven experience in health planning of at least eight (8) years;

Working experience with governmental institutions, and/or academics in a development countries context

Demonstrated experience in strategy development in the health sector

Minimum of 2 years of experience related to oxygen system management and/or oxygen supply chain Experience in data analysis and documentation in the health field is considered an asset.

Excellent analytical, synthesis and writing skills; 8. Excellent communication, coordination and facilitation skills

Good English speaking and writing knowledge is a requirement and knowledge of Arabic or French is an asset

Good use of Microsoft tools (Word, Excel, Access, and PowerPoint).

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
