Background:

The Child Protection Sub-Sector (CPSS) is the coordination body for coordinating child protection activities by all child protection partners in Cox's Bazar, Bangladesh. The CPSS 2020 Work Plan initially envisaged development of a two-year strategy, acknowledging the need to account for global developments including localization agenda and accounting for the humanitarian-development nexus. Due to COVID-19, and the corresponding containment measures, need for adaptation of 2020 Work Plan and reprioritization of specific actions.

The CPSS two-year strategy will necessarily align with the 2019 version of the Child Protection Minimum Standards in Humanitarian Action (CPMS) which would be the foundation for the strategy, including linkages with other sectors. Importantly, the strategy will include strong linkages to national child protection systems, policies and structures and will ensure national advocacy and policy issues are reflected for both Host Community and Refugees.

Purpose of Assignment:

The purpose of the assignment would be to develop a two-year strategy for the CPSS in close collaboration with CPSS members, including UN agencies, Local and National NGOs, and Government Counterparts (particularly MoWCA and DSS) and other key stakeholders. The strategy would account for the child protection concerns both during the COVID-19 context and post COVID-19. There is an urgent need for the CPSS to work under the umbrella of a strategy with longer term vision in line with global developments and changing context in Cox's Bazar. The strategy development specialist will be working closely with the CPSS coordinator and partners.

Main duties and responsibilities:

  • Secondary data review of existing child protection related materials, Policies/ Guidelines/ Strategies reports and assessments, as well as previous strategies and overall humanitarian response plans.
  • Consult with Child Protection Sub-Sector and CPSS SAG members to identify priority areas of focus for the CPSS strategy including convening workshops and conducting interviews with key stakeholders remotely.
  • Review internal UNICEF's Core Commitments for Children in Humanitarian Action (CCCs), Child Protection in Emergency (CPiE) Guidelines, Child Protection Referral pathways, Joint Response Plan (JRP) and other guidelines, alongside existing government policies/strategies (for host community) on child protection to inform drafting of the framework for high quality-rights based child protection strategy.
  • Outline the proposed methodology, together with CPSS Coordinator and timeline to develop the CPSS 2-year strategy and work plan
  • Facilitate workshops, round table discussions and interviews with CPSS members and key stakeholders (preferably in country if travel restrictions allow), ensuring consultation with communities (directly or through CPSS partners)
  • Develop 2-year CPSS strategy and draft work plan
  • Develop Results and Resources Framework (RRF), which clearly defines the baselines, targets and expected results and their strategic alignment to the outcomes of the draft work plan for operationalizing child protection strategy

A Master's degree in Social Sciences, Law or other related fields;

10 years of relevant experience with child protection in humanitarian settings;

Knowledge of recent global developments related to child protection in humanitarian settings;

Experience in strategy development;

Remarks:

Home based International Consultant - Due to COVID-19 restrictions, the consultancy would be undertaken remotely including virtual consultation workshops, virtual interviews and virtual round table discussions.

Payment Terms: Payment will be made upon successful completion of each deliverables according to the schedule
