In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

There is no clear information on child poverty in Yemen from multidimensional perspective. The latest poverty analysis was done by WB in 2016 based on the Household Budget Survey implemented in 2014 measures national poverty rates from income dimensions which measures only monetary poverty.

There is a need for up-to-date evidence on child deprivations in Yemen to inform the response and planning processes. Hence, the child poverty analysis will directly inform response by national counterparts and international humanitarian and development actors including on social protection and enhancing the equity lens of response and programming. For UNICEF, updated analysis on child multidimensional poverty is needed to inform UNICEF planning for the coming years.

Therefore, the purpose of this assignment is to support UNICEF YCO and government partners - mainly Ministry of Planning and Central Statistics Organization (CSO) - in the design, preparation, execution, data management, and data analysis of child poverty study. Hence, the assignment will focus on the following specific objectives:

  • Raise awareness of government decision makers on multidimensional child poverty and its impact and measures.
  • Support the Ministry of Planning and the CSO to develop nationally owned methodology for measuring child poverty at national and governorate level.
  • Provide capacity building training and on-the-job coaching for data analysis.
  • Carry out the analysis and drafting report and findings.

To qualify as an advocate for every child you will have…

  • Master’s degree in economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.
  • At least 10 years of experience / expertise in conducting multidimensional poverty analysis, including child poverty concept with specific expertise on the MPI/MODA and any other multidimensional poverty approach.
  • Good analytical skills in gathering and consolidating data and research.
  • Experience on conducting capacity building and training particularly on poverty related aspects.
  • Good knowledge of Yemen context would be an asset.
  • Excellent communication and advocacy skills are required.
  • Familiar with policy and strategic context in MENA region is an added advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
