Adaptation of the Global CIYCF package for Lao PDR

UNICEF in Vientiane, Lao PDR is looking for an international consultant to support the review of the National IYCF package, in collaboration with the Ministry of Health (MOH). This consultancy is expected to run over a period of about 9 months, starting as soon as possible and the consultant will be working home based with trips to Laos (potentially 3).

How can you make a difference?

Summary of key functions/accountabilities:

The overall objective of this consultancy is to assist Lao PDR to develop an IYCF Counselling Package, updating from

previous existing tools in the country and through the adaptation of the Generic UNICEF C-IYCF Counselling Package

Specifically, the consultant will:

(i) Work with the Technical Working Group (created for this purpose) to identify areas of focus and priorities

from the generic package.

(ii) Review the different components of the package to reflect the agreed focus, including coordinating and following up on the work of the graphics artist.

(iii) Coordinate the field testing and finalizing the package according to the feedback received.

(iv) Conducting the TOT for the updated Package with central level staff and observe/ provide feedback to the

trainers in a first round of training.

Qualification and experience:

  • Master/Post- graduate degree in public health, nutrition, social behaviour change, international development or other clearly related disciplines.
  • At least 10 years professional working experience in nutrition and SBC programming or in related areas.
  • Documented experience on developing national IYCF counselling packages.
  • Experience in adapting the global IYCF package to country context.
  • Previous involvement in the development or updating of the global CIYCF counselling package would be an added advantage.
  • Experience developing SBC and communication materials for nutrition.
  • Experience developing training modules and conducting training of trainers.

    Knowledge and skills:

  • Good analytical and presentation skills.

  • Excellent communication skills.
  • Fluency in English is required- both in oral and written communication.

A) Technical Evaluation, 75 points

Degree Education in……..(15 points)

  • Assessment of previous work related to the development/ adaptation of the CIYCF package
  • Reference checks

B) Financial Proposal (25 points)

The technical and financial evaluation points should total 100 points.

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/Evaluated and compared among those technical qualified candidates who have attained a minimum 60 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial

scores, subject to the satisfactory result of the verification interview, if required.
