Background

I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

From a gender perspective, the Sustainable Development Goals (SDGs) represent a significant step forward from the Millennium Development Goals (MDGs), covering for the first-time core areas of the feminist agenda. The Inter-agency and Expert Group on SDG Indicators (IAEG-SDGs), created under the auspices of the United Nations Statistical Commission (UNSC), has identified a robust set of 230 unique indicators to monitor progress in achieving the SDGs. Overall, a quarter of these indicators explicitly or implicitly address gender equality. The challenges of effectively monitoring the SDGs from a gender perspective cannot be overstated. Of the 14 proposed indicators to monitor SDG 5, there are only 4 (referred to as Tier I indicators) for which internationally accepted standards for measurement exist and for which data are regularly collected by most countries. Lack of statistics in these areas arises both from a failure to prioritize gender equality in data collection and from a lack of resources. Gender statistics are rarely prioritized in data collection and the resources devoted to them, both at the national and international level, remain grossly inadequate. The demand for greater support for statistics will only increase as countries begin to implement the SDGs.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative Making Every Woman and Girl Count (Women Count) aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment.

The program has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyze and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs.

In Asia and the Pacific, Women Count supports national counterparts with the production and use of gender data. In addition, the regional office supports sub-regional and country offices who are implementing gender data and statistics projects associated with Women Count.

Reporting to the Regional Gender Statistics Specialist, the International Communications Consultant – Gender Statistics will collaborate closely with the Headquarters, Regional, Multi-Country Office and Country Offices’ (RO/MCO/CO) colleagues to ensure communications strategies, media relations and organizational outreach efforts related to gender statistics are aligned with corporate communications policies and initiatives. The International Communications Consultant also collaborates with RO/MCO and CO colleagues to support outreach campaigns, resource mobilization and donor relations initiatives, as well as outreach, advocacy and coordination for special events.

Duties and Responsibilities

II. Scope of consultancy

Lead the development and implementation of communication and outreach/advocacy strategies and plans:

  • Develop a regional communication strategy for Women Count Phase II (Asia-Pacific component), complementing the regional ProDoc and outlining a theory of change. Build a monitoring plan with KPIs to keep track of how the communications strategy and its activities are helping achieve programme goals.
  • Monitor and analyze print and social media and prepare regular report as part of a monitoring plan.
  • Integrate communication, advocacy and outreach strategies into proposals for gender statistics project/programmes and other initiatives
  • Provide advice and coordinate with communications specialists in Women Count country projects.

Support with the development and dissemination of knowledge products and other advocacy materials:

  • Coordinate the design, layout and consolidation of feedback for the production of knowledge products. Where needed, make edits during the layout process.
  • Develop communication and advocacy materials, including social media assets, briefing materials, press releases, and articles and coordinate their dissemination through appropriate channels.
  • Organize launch events and other advocacy events for gender statistics products across the region, from conceptualization to logistics.
  • Liaise with the Women Count Communications specialist in HQ and use HQ tools such as knowledge product checklist, tiering process and quality assurance guidelines.

Contribute to strengthening media relations for Women Count APRO:

  • Working with the regional communications team, build relations with press across the region for publication of Women Count related assets.
  • Organize roundtable discussions, press conferences, interviews, and briefing sessions with press as needed.
  • Prepare talking points for the media.

Facilitate knowledge building around gender data and statistics

  • Identify and synthesize best practices and lessons learned from COs and MCOs directly linked to programme country goals and activities and ensure exchange of information.
  • Manage mailing lists and coordinate with HQ to ensure visibility of the region in the newsletters.
  • Maintain calendars of releases and calendars of events updated for the Asia-Pacific region.
  • Ensure Women Count web presence on regional and global websites.

III. Tasks and Deliverables

  • Quality and user-friendly publications, social media materials, web and data stories are produced on a timely manner;
  • Visibility and advocacy events organized regularly;
  • Liaison with the Global Women Count Communications team, the Regional Office Communications Team, and other communications experts in country offices is carried out regularly;
  • Thorough and timely contribution to reporting (including calendars of releases and of events), as needed.

  • Experience in communication related to the UN or related international agencies.
  • Experience on communicating gender data is an asset.

VI. Contract duration and duty station

The consultant will be based in Bangkok, Thailand. The contract period will be for one year.

VII. Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation******:

  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

IX. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
