Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Turkey in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), Serbia, the Republic of North Macedonia, Tajikistan and Turkey.

Since 2018, UN Women ECA RO is implementing a Flagship Programme Initiative (FPI): Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics (MEWGC), developed by UN Women Headquarters (HQ), that aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. To support implementation in the Europe and Central Asia (ECA) region, UN Women Regional Office (RO) has developed the regional programme, which is specific to the context of the ECA region. It aims to provide technical support to countries to improve production and use of gender statistics for SDG monitoring and reporting, as well as to strengthen regional-level collaboration with key partners to better contribute to SDG monitoring at national and regional levels. At country level the programme works in close cooperation with National Statistical Offices (NSOs), National Women’s Machinery, civil society organizations (CSOs), UN Country Teams to ensure that gender statistics are available, accessible and analysed to inform and deliver policymaking, advocacy and accountability, as well as for the implementation of the Leave No One Behind principle.

The Regional “Making Every Woman and Girl Count” Programme (Women Count ECA) develops various knowledge products and advocacy materials to support communications, advocacy and resource mobilization and enhance visibility and understanding of the Regional Programme initiatives. In addition, the Women Count ECA supports National Statistical Offices from the ECA region to assess the user’s needs, improve the communication and visualization of gender statistics as part of official statistics.

Reflective of the above, UN Women ECARO is seeking to recruit an International Communications and Outreach Consultant to work in close cooperation with the Regional Gender Data Specialist and the Regional Communication Specialist to ensure communications strategies, social media and organizational outreach efforts are aligned with corporate communications policies and initiatives, including donor visibility.

The Communications and Outreach Consultant will work under the direct guidance of UN Women Regional Gender Data Specialist and the Regional Communication Specialist to support development of communications and visibility materials for the Women Count Programme. The work of the consultant will contribute to strengthening the content, availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. In addition, the work of the consultant will contribute to increased awareness and visibility of the impact and results of the Women Count initiatives in the ECA region.

Duties and Responsibilities

The main objective of the consultancy is to support the implementation of the project’s communication strategies and plans. Under the supervision of the Regional Gender Data Specialist, the Consultant will have the following responsibilities and tasks:

Regional support on communication and outreach strategy support:

  • In close coordination with the Communications Unit, develop the initial draft of outreach strategy and communication plan for the Phase II of the ECA Women Count Programme.
  • To review and finalize the gender statistics communication plans for the NSO of Kyrgyzstan.
  • Develop content for the ECA webpage to raise the profile of the project: human interest data stories, interviews, and feature narratives to highlight the work and impact of UN Women in advancing data and evidence related work.
  • Working with the countries and implementing partners to create a content for quarterly newsletter and weekly internal updates
  • Within the context of the project and in collaboration with editors and designers, lead the process of editing, designing, and dissemination of knowledge products following corporate guidelines
    • In collaboration with the designers and the Communications Unit, develop and promote social media packages to promote gender statistics at country and regional level, to be shared via country and regional social media channels including Facebook, Twitter and Instagram.
    • Provide technical support for the launch event and other gender statistics events in the region and/or country (draft press releases, lead production of promotional materials, social media visuals and posts, liaise with designers, photographers, among others).
    • Provide support with regards to the gender statistics training materials, in particular to review materials on communication of gender data for the media (Kyrgyzstan).
    • Other tasks and activities, as assigned by UN Women ECA RO Gender Statistics Specialist.

The International Consultant will be required to support and produce the following indicative key deliverables within a period of up to 40 days from 1 November 2022 to 31 January 2023:

The time required for the consultancy is up to 40 days spread over a 3-month assignment from 1 November 2022 to 31 January 2023. This consultancy will be home-based but with the expectation of a one-time travel to Istanbul, Türkiye. This travel, and any additional travel as part of this TOR will be covered by ECARO and be in addition to the current monthly payment.

Schedule of Payments:

A workplan will be set at the beginning of the contract with clear scheduled milestones/deliverables. This workplan will be agreed between the Consultant and the Regional Gender Data Specialist in close coordination with the Regional Communication Specialist in the UN Women ECA RO.

Monthly payments will be made based on the Regional Gender Data Specialist reviewing and confirming that the Consultant has met the required deliverables set in their workplan. This will also be accompanied by a time sheet submitted by the Consultant to the Regional Gender Data Specialist.

Required Skills and Experience

Education:

  • Advanced (Masters) degree in communications, public relations, journalism or relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • At least 4 years of professional work experience at national or international level in public relations, communications or advocacy, including in media relations
  • Editing and copywriting skills, including articles, reports and press releases;
  • Content writing experience for social media platforms;
  • Experience in development of visual materials;
  • Working experience with UN and/or international organizations is an asset.

Languages:

  • Fluency in spoken and written English is required.
  • Knowledge of Russian language is an asset.

Evaluation of applicants:

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of applicants’ qualifications/skills and their financial proposal. Contract will be awarded to the individual Consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the Financial Evaluation.
