Organizational Setting

The Government of Suriname is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project will involve strengthening capacity of the Government to access climate finance through and extensive mentoring programme for staff members of the Ministry of Spatial Planning and the Environment (the NDA) and staff from other Government Ministries as well as stakeholders from civil society organizations. The activities under this Readiness project will provide important baseline information needed for future decision making on climate change priorities for Suriname.

Reporting Lines

The consultant will work under the overall supervision of the FAO Representative for Suriname based in Trinidad and under the technical guidance of the Lead Technical Officer based in Suriname, she/he will be based at the Ministry of Spatial Planning and the Environment (ROM) and will liaise with other concerned government and non- Government stakeholder in Suriname.

Technical Focus

In the general context to strengthen the capacity of the Ministry of Spatial Planning and the Environment (ROM) the consultant will be responsible to: • Conduct a Capacity and institutional Assessment of government institutions, prepare a GAP analysis and develop a capacity building programme. The assessment would involve, at minimum: The Ministry of Spatial Planning and Environment, Ministry of Land and Forest Management, NMA, Ministry of Natural Resources, Ministry of Transport, Ministry of Finance • Implement the capacity building programme mentioned above • Recommend policies and practices to increase the efficiency of the Ministry of ROM and other concerned government agencies to attract and coordinate climate financing for Suriname. It will be crucial that the consultant works in close collaboration with representatives of the Ministry of ROM to implement the tasks and finalize the deliverables, as one key result of this GCF Readiness project is the hands-on capacity building of the Ministry of ROM.

Tasks and responsibilities

• Perform a technical capacity and institutional gap assessment to determine the level of capacity required for climate change action and accessing climate finance in Suriname (related to the implementation of the NAP and NDC). • The above-mentioned assessment also needs to include a data and institutional needs assessment for the establishment of a uniform and national monitoring and reporting system on climate action and climate finance flows. This needs to be prepared through stakeholder workshops • Prepare and validate with the government stakeholders a TOR for a climate finance interdisciplinary task force • Prepare a workplan with clear milestones for the above mentioned climate finance interdisciplinary task force • Prepare an investment plan for Suriname that capitalizes on Suriname´s potential to access climate finance, through Suriname´s forest resources. This needs to be prepared through stakeholder engagement workshops • Design and conduct a mentoring programme to address the above mentioned capacity gaps (identified in the gap assessment) and prepare a Mentoring Handbook. • Prepare an implementation plan for each of the 6 priority sectors mentioned in the NDC of Suriname, which need to be prepared through stakeholder engagement workshops • Design a monitoring and reporting framework for climate actions and climate finance flow • Support the development of climate change communication products • Ensure the integration of gender consideration into the above mentioned tasks and project outputs

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Natural Resources Management Studies a related discipline. • At least 5 years of relevant professional experiences in working on climate change related programs or projects. • Working knowledge (level C) of English and limited knowledge of one of the other FAO languages. Knowledge of Dutch would be an asset.
