Result of Service It is expected that the consultant will provide substantive and technical information, consolidated in the form of a report and a presentation, on the key eco-innovation policies targeted at the manufacturing sectors worldwide which shall provide decision makers in the Brazilian manufacturing industry with evidence on effective policy frameworks for low carbon innovation.

Duties and Responsibilities The objective of the consultancy is to carry out an international Benchmarking on eco-innovation policy frameworks. The consultancy may be carried out remotely. In close coordination with CNI and ECLAC, the consultancy shall: 1. Recommend, based on evidence and technical information, the selection of countries/regions and policy initiatives that will be included in the analysis, which shall be discussed and agreed with supervisors. The recommendation shall consider aspects such as policy relevance, coherence, effectiveness, efficiency, impact and sustainability, as well as scope and scale of the initiative. 2. Propose and agree with the supervisors on the structure of the report, which may include the following elements: a. Executive summary b. Introduction: relevance, analysis objectives, scope and methodological aspects c. Description and analysis of eco-innovation policy framework of selected countries/regions d. Comparative analysis and lessons learned e. Final remarks and recommendations 3. Prepare information, collect data and analyze eco-innovation policy frameworks of the selected countries, which may include: a. Policy objectives b. Scope, focus areas and/or “missions” c. Policy targets and timeframe d. Policy instruments e. Funding sources and mechanisms f. Governance, including dialogue and consultation mechanisms between industry and government; and roles and responsibilities assigned to industry, government and academia g. Implementation arrangements, facilitators, barriers and obstacles h. Monitoring and evaluation mechanisms i. International cooperation mechanisms j. Evidence of impact, including impacts in terms of innovation itself (green R&D, green patenting, etc.), economic competitiveness (effect on GDP, trade, market share etc.), social aspects (job creation, salary/income increase, etc.) and environmental performance (GHG emissions, pollution etc.). k. Lessons learned and recommendations 4. Elaborate a draft report and a draft presentation, which may be used to support internal discussions between project partners as well as to submit its content to the review and evaluation of industrial leaders and academic experts. 5. Based on suggestions and recommendations received and agreed upon between the consultant and the supervisors, prepare final report and final presentation. 6. Participate in virtual meetings to discuss, detail and/or present the analysis in progress and/or carried out.

Qualifications/special skills An advanced university degree (doctoral’s degree or equivalent) in economic sciences or social sciences or human sciences and/or related areas. - At least 8 years of experience in the field of sustainable development, innovation and/or public policies. -Desirable requirements - Experience with international cooperation and/or international benchmarking. - Desirable - Publications on the topics covered by the consultancy.

Languages- Fluency in English

Additional Information Outputs/ Works Assignment: The consultancy will present a study containing an international benchmarking analysis of the main industrial, productive development and innovation public policies implemented by countries that are at the forefront of international eco-innovation, in 2 reports (products). The consultant should deliver the completed plans in the following order and dates: Product 1. – Draft report and draft presentation. To be submitted 30 days after start date.

Product 2 Final report (approx. 100 pages) and final presentation (PPT; 20 slides). To be submitted 90 days after start date. Reports must be submitted in open (Word) and PDF format in English. Bibliographical references must follow the ECLAC standard.
