Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. The FAO Representation in Bangladesh is organized around three main units: Programme, Operations and Administration and has a sub- office in Cox Bazar. The current portfolio of projects includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management

Reporting Lines

Under the overall managerial administrative leadership of the FAO Representative in Bangladesh, the consultant will be under the direct supervision of the Senior Technical Adviser.

Technical Focus

The incumbent will contribute to the country's programme and portfolio as foreseen in the country programme framework and specifically in agricultural transformation.

Tasks and responsibilities

Under the overall supervision of the FAO Representative in Bangladesh, guidance provided by the Lead Technical Officer (LTO), the technical backstopping of HQ technical unit, close liaison with the Assistant FAO Representative (Programme), and direct supervision of the Senior Technical Adviser (STA), the incumbent will support the implementation of projects activities. The duties and responsibilities will include, but not limited to the following:

- Review and take stock of progress, investment, strategies, and institutional capacities to achieve the SDGs and the Nationally Determined Goals with a view to identifying gaps and critical pathways; - Develop a roadmap and methodology for analyzing the government's Public Finance programs and Development Budget and the development partners to identify the total investment realized and needed for agri-food transformation; - Determine priority for investments within the six agro-ecological hotspots and impact in the smallholder farmers in reducing poverty; - Analyse the institutional aspects of necessary transformative change in the context of agri-food system transformation; - Work closely with the project team and conduct detailed consultation on investment and sectoral needs with the government authorities, private sectors, research institutions, and producers’ organizations; - Support the government in preparing its investment opportunities for the Investment Forum; - Conduct consultation workshops with government, development partners, research and academic institutions and the private sector to identify short, medium and long-term needs for establishing an enabling policy environment for agri-transformation based on policy priorities, and value chains; - Identify regions’ investment plan needs with the identification of missing initiatives; - Carry out any other relevant activities as requested by STA.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

- Advanced University degree, preferably PhD in agro-economy or relevant subject area; - 5 years of relevant experience in fields related to agro-economy, agriculture policy, and/or other relevant areas of work - Working knowledge (level C) of English and limited knowledge (level B) of one of the official FAO languages (French, Spanish, Arabic, Chinese, or Russian) for COF. For PSA.SBS, working knowledge of English.

Technical/Functional Skills

- Very good understanding of the agricultural sector and economy in Bangladesh. - Previous experience working with government and donors in Bangladesh, specifically in agricultural transformation. - Knowledge of public expenditures, assess the institutional capacity, and policy documents related to the agriculture transformation in Bangladesh - Experience designing and delivering workshops for different types of audiences (e.g. government counterparts, implementation teams)
