BACKGROUND

PURPOSE

UNICEF has been providing water to the former protection of civilian (POC) sites in Juba since their inception though water trucking interventions. UNICEF has completed construction of a centralized water treatment plant to deliver water to these internally displaced persons (IDP) camps. During the initial phases water will be delivered through a restricted electronic voucher program to provide all registered households in the camps with access to clean water supply. The WASH Officer will implement WASH programming in Juba with a primary focus on the rolling out of a voucher payment modality for water supply in the IDP camps in Juba. This position will have a high level of coordination with camp management structures, camp leadership, non-governmental organization (NGO) partners, coordination structures, the WASH Cluster transition technical working group, UN agencies including IOM and WFP, private sector contractors, and government authorities. The function is characterized as highly independent and will build and grow relationships to improve the level of services that UNICEF provides in the camps while increasing efficiency and sustainability of services.

MAIN DUTIES AND RESPONSIBILITIES

Partnership and collaboration

  • In consultation with the WASH Specialist, provide input to the Country Programme Action Planning and advise on program planning for the Annual Work Plans. Contribute to the HRP planning and monitoring, WASH transition working group, and emergency preparedness structures and tools.
  • Manage NGO partners implementing WASH programming to support the transition process. This will include shared household latrines, water provision through vouchers, and community sustained hygiene interventions.
  • Monitor supply delivery, including NFIs provided to beneficiaries and equipment and materials managed by partners. Oversee post distribution monitoring and make recommendations to improve tools and adapt supplies.
  • Support partnerships with WFP for use and tracking with the SCOPE system for water consumption tracking and monitoring of beneficiary service levels.

Coordination

  • Represent UNICEF in multiple coordination platforms, including the WASH Cluster, the Juba camp coordination group, the WASH transition planning working group, and the Emergency Preparedness and Response Group.
  • Liaise with camp coordination structures, including camp leadership to ensure feedback from targeted populations, clear communication of UNICEF implementation strategies, and a feedback loop to improve programming.

Surge Support

  • Lead UNICEF rapid response teams for immediate WASH response needs throughout the country in rapid onset emergency situations.
  • Lead UNICEF WASH emergency programs on an interim basis for surge missions as defined by the evolving humanitarian context.

Other duties/responsibilities:

  • Keep the WASH Specialist abreast of potential problem areas as required.
  • Contribute to donor proposals and reporting related to emergency programming.
  • Contribute to internal UNICEF monitoring reporting.
  • Other duties as defined by the needs of the role.

MINIMUM QUALIFICATIONS & COMPETENCIES

Education

Completion of an advanced university degree in public health, social sciences, behavior change communication, water or sanitation engineering or another relevant technical field is required.

Work Experience

A minimum of 2 years of progressively responsible experience in WASH related programming. Understanding of development and humanitarian work is an advantage. Experience with cash or voucher programs considered a strong asset.

Language Proficiency

Fluency in English is required. Knowledge of another UN language or local language of the duty station is considered as an asset.

Skills

  • Expert knowledge on WASH programme/project management, capacity development and knowledge management.
  • Experience using MS Word, Excel, PowerPoint and other UNICEF office tools.
  • Ability to develop and maintain effective working relationships with partners, contractors and colleagues and gain the assistance and cooperation of others in a team endeavor.
  • Ability to establish priorities and plan his/her own work.
