How can you make a difference?

To support and foster knowledge around the learning agenda, ESARO Education Section is seeking an education specialist to support the development and use of its research and data agenda. Under the overall guidance of the Regional Education Adviser (REA) and the direct supervision of the ESARO Education Specialist in charge of RBM & Data, in close collaboration with the ESARO Education Specialist in charge of Education in Emergencies and the ESARO Education Specialist in charge of Skills and Employability, the education specialist (Research and Data) will provide technical and operational support to data and evidence generation for different workstreams.

Major duties and responsibilities include the following:

Support the implementation of the research for scalable practices/solutions to address the learning crisis, with oversight of the Education Specialist, Education in Emergencies.

  1. Develop the concept note and roadmap (including milestones) of the research
  2. Identify and engage with academia and other partners for the operationalization of the research, including facilitating periodic meetings to monitor implementation
  3. Engage with COs, government officials and other stakeholders throughout the implementation of the research
  4. Support the preparation, cleaning and analysis and consolidation of data and case studies as needed
  5. Support advocacy, convening and communication of findings and recommendations for various audiences and fora, especially for governments/countries in ESAR
  6. Support reporting to the donor partners.

Lead the development of ESAR education indicators database and the development of a strategic dashboard on equity, and on young people’s skills & employability.

  1. Support the collection of key relevant data and indicators in different workstreams (Out of School Children, equity/inclusion, learning, skills & employability)
  2. Support the compilation and visualization of data for the monitoring and reporting of results and impact of the agenda.
  3. Support the development of dashboard or ESA countries profiles on equity and youth people’s skills and employability to support country and regional acceleration of advocacy, resource mobilization and partnerships based on programme results.

****Support the implementation of the Data Must Speak (DMS) initiative and of positive deviance research****

  1. Build the capacity of CO staff and Ministries of education for designing monitoring tools, such as district/school profile cards
  2. Support Education Management Information System (EMIS) strengthening, including through quality assurance of education indicators and data
  3. Provide technical support in collaboration with the Social & Behavioral (SBC) regional and HQ section for an effective use of the monitoring tools
  4. Support UNICEF COs and Ministries of Education to co-create research on positive deviance and on female school leaders as part of the Women in Learning Leadership (WiLL) research programme
  5. Develop advocacy and communication tools and products, summarizing findings in various formats, including policy briefs, reports, PowerPoints presentations or briefing notes

Provide any other relevant support in the area of research and data that may be required by ESARO Education section.

  1. Support the Section in any other work around data generation, data analysis, statistics, and indicators when required
  2. Respond to specific other requests to develop presentations using data and other key evidence sources.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Social Sciences with a major focus on statistics or economics, or equivalent.
  • A minimum of five of relevant professional experience at national or international levels in fields relevant to education economics and/or education Monitoring and Evaluation.
  • Strong quantitative and qualitative research skills, including data collection and data analysis methodologies, and experience working with financing data.
  • Demonstrated ability to work well as part of a team and to forge and manage partnerships with internal and external stakeholders.
  • Excellent written and oral communication skills for a variety of audiences.
  • Strong working knowledge of Excel and of a statistical package software.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
