BACKGROUND

PURPOSE In this role you will be working with the Water, Sanitation, and Hygiene (WASH) Section of UNICEF South Sudan under the direct supervision of the Chief of WASH. Working closely with the Supply, Education, Communications, and Donor Relations Sections, you will support the development, preparation, management, implementation, monitoring and coordination for multi-year Resilience programming in the WASH Section. The specialist will be responsible for promoting public visibility of results as well as broader partnership-building and communication with the KOICA, the government of Korea, and other stakeholders.

Resilience WASH programs will support sustainable service provision as part of the humanitarian development nexus to strengthen the resilience of people, communities, and systems. Programming will focus on sustainable WASH services for urban and rural water, sanitation, and hygiene service delivery; government and stakeholder capacity building; operation and maintenance of WASH facilities; sustainable school WASH facilities; supply chain improvement; and private sector engagement. Outputs will be managed by UNICEF, and implemented with private engineering and consulting firms, non-governmental organizations, and in collaboration with government and beneficiaries. The specialist will ensure that all aspects of the Resilience programming consider and account for the impact of climate change especially on water scarcity, energy access and environmental degradation. Through this project, the WASH Specialist will be expected to engage with different teams across UNICEF programmes (such as WASH, Education, Communications for Development, Supply, Social Policy, and Communications) as well as externally with key partners at KOICA, the Korean Embassy, NGO partners and the Government of South Sudan.

MAIN DUTIES AND RESPONSIBILITIES

Partnership and collaboration

• In consultation with the WASH team members and the Chief of WASH, provide input to the Country Programme Action Planning and advise on program planning for the Annual Work Plans. • Desk review of Korean bilateral and private (CSR) investments and interests in the Republic of Korea and overview of Korean engagement with UNICEF globally and development of a Korea-specific resource mobilization plan; • Development of brief guidance notes for the UNICEF South Sudan on Korean collaboration (priorities, opportunities, areas of focus); • Support UNICEF South Sudan in partnership building/enhancing with KOICA and the Korean Embassy; • Help with information-sharing on UNICEF projects in the country and engage donors in milestone events; • Coordinate with Korean counterparts in South Sudan, including civil military engagement; • Manage NGO partners and private firms implementing Resilience WASH programming; • Review and develop strategies for more resilient and sustainable WASH programmes in South Sudan. • Represent UNICEF in coordination platforms, including Programme Management Teams for specific projects. • Support UNICEF Communications section for the engagement of youth in climate advocacy through the Child Reporters initiative, and other climate change awareness activities. • Provide technical advice to UNICEF Education section in the inclusion of Climate Change in school curriculum Keep up to date on climate, energy and environment development trends, for maximum efficiency and effectiveness in programme design, management and implementation. Program Management

• Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation. • Monitor program expenditures, progress, and challenges for Resilience programs. • Prepare donor progress presentations and reports. • Review progress reports for implementing partners, with travel to program locations to monitor and confirm achievements reported. • Provide technical assistance to integrate climate change, energy, environment and DRR into UNICEF core programmes and advocacy platforms including Finance Project Proposal Development and Renewable Energy and Greening of Programmes. • Develop content (stories, photos, video) in both English and Korea for websites and social media platforms (e.g. Twitter, Facebook). Support translation between English and Korean when required;

Other duties/responsibilities:

• Keep the Chief of WASH abreast of potential problem areas as required. • Contribute to internal UNICEF monitoring reporting. • Other duties as defined by the needs of the role.

MINIMUM QUALIFICATIONS & COMPETENCIES

1. Education An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, water or sanitation engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

2. Work Experience A minimum of 5 years of progressively responsible professional experience in WASH related programming. Understanding of development and humanitarian work is an advantage.

3. Language Proficiency Fluency in English and Korean is required. Knowledge of another UN language or local language of the duty station is considered as an asset.

4. Skills • Expert knowledge on WASH programme/project management, capacity development and knowledge management. • Experience using MS Word, Excel, PowerPoint and other UNICEF office tools. • Integrity and professionalism with demonstrated experience in WASH; high degree of autonomy, personal initiative and ability to take ownership; willingness to accept wide responsibilities and ability to work independently under established procedures in a politically sensitive environment, while exercising discretion, impartiality and neutrality; ability to manage information objectively, accurately and confidentially; responsive and client-oriented • Planning and organizing effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities. • Teamwork and respect for diversity; ability to establish and maintain effective partnerships and work harmoniously in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender • Proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, and counterparts; ability to maintain composure and remain helpful towards the staff, but objective, capacity to transfer information and knowledge to a wide range of different target groups;
