Addressing GBViE is a prerequisite for achieving the Sustainable Development Goals (SDGs) and is a core element of UNICEF’s gender equality programming priorities, grounded in its Strategic Plan, 2022–2025 and Gender Action Plan 2022–2025. UNICEF’s response to GBViE is shaped by its humanitarian responsibilities and commitments set out in the Core Commitments for Children in Humanitarian Action (CCCs), the IASC GBV Guidelines, the IASC GBV Minimum Standards and the Minimum Standards for Child Protection in Humanitarian Action. UNICEF’s vision is that the rights of girls and women affected by emergencies to live free from GBV are fulfilled. Three outcomes are linked to the realization of this vision, each of which forms an integral aspect of UNICEF’s GBViE programming in practice: support survivors with access to a comprehensive set of services; mitigate the risk of GBV across humanitarian sectors; and prevent GBV by addressing its underlying conditions and drivers.

The Child Protection Officer (GBViE) will be responsible for providing the South Sudan Country Office with technical support and on GBViE prevention, risk mitigation and response programming ensuring implementation of high-impact interventions in acute and chronic emergencies in line with UNICEF’s GBViE Operational Guide, and IASC technical guidelines.

The Child Protection Officer (GBViE) contributes to the achievement of concrete and sustainable programme/project results according to plans, budget allocation, results based-management approaches and methodology, and UNICEF’s Gender Action Plan, standards of performance and accountability framework.

How can you make a difference?

Purpose

The Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for GBViE prevention, risk mitigation and response programming within the Country Programme from development planning to delivery of results. H/She prepares, executes, manages, and implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting. He/She will ensure programming is undertaken in line with the new Child Protection Strategy, the GBViE Operational Guide, Core Commitments for Children in Humanitarian Action as well as country-specific Humanitarian Response Plans

Key function, accountabilities and related duties/tasks

1. Support to programme development and planning

  • Conduct and update the situation analysis for the development, design and management of GBViE related programmes/projects. Research and report on development trends (e.g. economic, social, health) and data for use in programme development, management, monitoring, evaluation and delivery of results.
  • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, analysis and reporting of GBViE, child protection, and other related information for development planning and priority and goal setting.
  • Provide GBViE technical and operational support throughout all stages of programming processes by executing and administering a variety of technical, programme, operational, and administrative transactions, preparing related materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating of results.
  • Prepare required programme documentations, materials and data to facilitate the programme review and approval process
  • Provide technical support and guidance on the development and/or implementation of relevant UNICEF programming strategy documents, policy documents and advocacy to address GBViE.

2. Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Provide technical support and guidance to the evidence-based formulation design, planning, implementation, monitoring and evaluation of GBViE programmes to ensure overall efficiency and effectiveness of programmes and accomplishment of programme goals and objectives.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Conduct regular programme field visits, surveys, assessments, service mappings and exchange information with partners/stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts including with Ministry of Health and Ministry of Gender, Child and Social Welfare, NGO partners including women-led organizations, UN agencies and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in GBViE to support programme implementation.
  • Support implementation UNICEF’s GBViE programming in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards.
  • Work with UNICEF staff and partners to ensure quality programmatic delivery, including but not limited to the Communities Care Programme and improved GBV response services for GBV case management and care for child survivors.
  • Provide guidance to all UNICEF sections and UNICEF-led clusters on GBV risk mitigation and identify entry points and key actions to be performed by UNICEF and its partners in line with the IASC GBV Guidelines and is monitored accordingly.

4. Networking and partnership building

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on GBVIE.
  • Participate in inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of child protection programmes/projects, and to integrate and harmonize UNICEF’s position and strategies with UNDAF development and planning processes.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for child protection programmes.
  • Regularly represent UNICEF in coordination forums including GBV sub-cluster and provide updates on UNICEF's GBViE responses including GBV service mappings, partnership and programming priorities.

5. Innovation, knowledge management and capacity building

  • Provide on-going technical support to research projects including the GBV/Nutrition study with Ministry of Health, Ministry of Gender, Child and Social Welfare, and Action Against Hunger to document good practices in GBV risk mitigation for knowledge management and lesson sharing.
  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders
  • Provide updates and briefings on GBViE for senior management at the CO, RO and/or HQ levels to ensure understanding and prioritization of programming to address GBViE in South Sudan.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems in particular related to Communities Care and GBV risk mitigation and nutrition and across other UNICEF-led clusters.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

To qualify as an advocate for every child you will have…

Education

  • A bachelor's degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.

Work Experience

  • A minimum of two years of professional experience in social development planning and management in GBViE and child protection related areas is required.
  • Experience working with community structures on prevention and response to GBV.
  • Strong experience in capacity building in GBV including designing and implementing GBV prevention and response programming.
  • Relevant experience in programme development in GBViE child protection related areas in a UN system agency or organization is considered as an asset.
  • Experience in both development and humanitarian contexts is an added advantage.

Language Requirements

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
