How can you make a difference?

The Child Protection Specialist, CP AoR Coordinator, reports to the Chief, Emergency, who is at Level 5, and receives technical guidance from the Chief Child Protection, who is at Level 5 and works in close collaboration with the CPiE Manager, who is at Level 4.

To provide effective leadership in the Child Protection Area Of Responsibility (AoR), the incumbent will support the child protection coordination mechanisms in DRC at national and field level; provide guidance to all partners on common standards, strategies and approaches; ensure that critical child protection gaps and vulnerabilities are identified; and ensure that information is provided on roles, responsibilities and accountability to ensure that all gaps are addressed without duplication.

The Specialist supports the development and preparation of the Humanitarian Needs Overview and Humanitarian Response Plan, support and provides technical guidance to partners in its implementation and monitoring. H/She facilitates the administration and achievement of concrete and sustainable contributions to inter-agency national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and wellbeing as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

Your specific responsibilities and duties :

1. Lead and manage Child Protection AoR at national level and ensure technical support at sub-national level

  • Lead the context analysis, needs overview and response planning related to CP to inform the HNO/HRP 2022 development
  • Coordinate the CP AoR Monthly Meetings, ad hoc and thematic meetings as needed, including preparing minutes and follow-up on action points.
  • Ensure that CP AoR coordination is efficient and effective at sub-national level and provide necessary support including capacity building
  • Support regular and effective communication and information exchange between the sub-national and national CP AoR coordination groups.
  • Ensure effective linkage with other clusters, especially education, nutrition, and WaSH and enhance intersectoral collaboration and multisectoral actions
  • Monitor management and results for the Child Protection AoRs and provide regular inputs to Inter-agency dashboards produced by ICCG
  • Act as focal point for inquiries on Child Protection AoR’s response plans and operations
  • Work with UNICEF PSEA Focal Point, the PSEA Network, and other humanitarian actors and donors to promote the application of the Secretary General’s Bulletin on sexual exploitation and abuse (SEA) in order to safeguard the wellbeing of beneficiaries in the provision of humanitarian assistance.

2. Support a timely,coordinated and quality CP response to emergencies in line with appropriate technical standards

  • Ensure that CP AoR partners are aware of all key relevant policy guidelines, technical standards, and government frameworks related to child protection.
  • Provide technical support and advocacy for the adherence of CP AoR members to relevant CPiE standards, including the Minimum Standards for Child Protection in Humanitarian Action (CPMS), the IASC Guidelines for Integrating GBV into Humanitarian Interventions, the Guidelines on Children associated with Armed Forces and Armed Groups (CAAFAG), and relevant case management and child protection Standard Operating Procedures (SOPs) in the DRC.
  • Support the review and dissemination of CPiE rapid analysis in emergency affected areas and coordinate with partners the implementation of programmatic responses.

3. Networking and partnership building

  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, allies, donors - through active networking, advocacy and effective communication - to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in child protection.
  • Prepare communication and information materials to illustrate the CP AoR programme to promote awareness, establish partnerships/alliances and to support fund raising for child protection programmes and emergency interventions.
  • Represent the CP AoR in the following coordination mechanisms: Protection Cluster meetings and ad hoc as needed; GBV AoR meetings; Inter Cluster Coordination Group meetings and ad hoc as needed; MRM Task Force meetings; UNICEF Child Protection Sector Meetings; Donor Meetings as needed; Sub-national CP/GBV/Protection Cluster Meetings as needed; Other ad hoc humanitarian meetings as needed.

4. Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.
  • Ensure continued sharing and management of information and generation of analysis, to/ from and between CP AoR participants and other stakeholders, including relevant government counterparts, and between national and sub-national levels;
  • Monitor performance of the inter-agency CPIE response against agreed indicators and monitor the core cluster functions; recommending corrective action where necessary
  • Provide CP written inputs to the Protection Cluster, OCHA, and UNICEF CP Section and UNICEF Emergency Unit as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of relevant professional experience in implementing child protection programmes or coordinating child protection response in humanitarian settings is required.
  • Experience working in a CPiE AoR coordination is considered as an asset.
  • Work experience working on issues concerning internally displaced persons (IDPs), children associated with armed forces and armed groups (CAAFAG) and on disarmament, demobilisation and reintegration (DDR) in complex emergency contexts is required.
  • Excellent communication, negotiation, and other human relations skills, as well as effective strong leadership and decision making competency in the complex working environment dealing with other UN agencies (particularly UNHCR, UNFPA, and OCHA), governmental officials, NGO counterparts, donors and other important partners.
  • Strong organizational and networking skills required.
  • Excellent ability to collect, treat and analyze data.
  • Fluency in French and English both oral and written is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
