Building on work across the UN with and for young people, and in line with the UN Youth Strategy, in 2018, UNICEF launched a new global partnership dedicated to expanding opportunity for young people, ages 10-24. Generation Unlimited (GenU) is centered on finding new ways to ensure that every young person is in school, learning, training or employment by 2030 — with a focus on those in the greatest danger of being left behind, including girls, the poorest, those with disabilities, young people on the move, and those affected by conflict and natural disasters. This partnership brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people, and identifies, cocreates, resources and scales-up innovative solutions to expand opportunity for young people. Young people participate meaningfully in the co-creation of solutions, informing, advising and helping implement at every step of the way.

For every child, education……

You will be responsible for putting in place mechanisms for the co-creation of solutions with partners and youth and design implementation support mechanisms for promising scalable initiatives. You will report to the GenU Global Head of Programmes (Principal Adviser) and works closely with the Senior Adviser (Country Support) and with the Education Programme Group including ADAP and across UNICEF as well as the GenU Board and Leadership Council partners.

Under the overall guidance and direction of the Global Head of Programmes (Principal Adviser), you play a technical leading role in advancing GenU solutions in youth skilling, employability, entrepreneurship and engagement. Specifically, you will:

• Scale up GenU signature global programmes or solutions in collaboration with Regional and Country Offices and across UNICEF and with partners

• Crowd in investments and lead resource mobilization for scaling up promising solutions

• Provide technical support to field offices and partners to design implementation support mechanisms for promising scalable initiatives with a focus on co-creation with youth leaders and their organizations

• Consolidate portfolio of signature global, regional, and national programmes and solutions for sharing and learning

• Develop and track programme/solution results

How can you make a difference?

Tasks and accountabilities will include the following:

Programme development and planning

  • Set priorities, strategic direction, design and implementation plans for scaling up the GenU solutions portfolio. Keep abreast of global development trends to enhance programme management, technical rigor and effectiveness
  • Participate in strategic programme discussion with donors and partners on the technical aspects specific to scalable solutions in youth skilling, employability, entrepreneurship, and engagement
  • Establish specific goals, objectives, strategies and implementation plans for programmes/solutions using results-based planning terminology and methodology

Advisory services and technical support

  • Provide authoritative technical guidance on solutions/programmes across all GenU partner programs, including interaction with regional and country offices, key government officials, NGOs, other UN agencies, and partners on policies, strategies, best practices and approaches and other related issues
  • Crowd in of investments and lead resource mobilization efforts with field offices and partners in scaling up promising solutions
  • Coordinate and ensure the availability of technical experts to ensure timely support to countries
  • Prepare and coordinate policy papers, briefs, and other strategic programme materials for management use, advocacy and policy dialogue

Innovation, knowledge management and capacity building

  • Promote critical thinking, innovative approaches and good practices for sustainable programme initiatives through advocacy and technical advisory services
  • Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices on youth skills, employability, and engagement
  • Organize, plan and implement global and regional capacity building initiatives to enhance the competencies of UNICEF and GenU staff to promote sustainable results in youth skills, employment, entrepreneurship, and social impact

Programme management, monitoring of results

  • Consolidate portfolio of signature global, regional, and national programmes and solutions for sharing and learning
  • Effectively supervise experts on global programmes/solutions, including performance management and progress monitoring, ensuring results are achieved according to work plans and critical issues are resolved in timely fashion
  • Support the GenU Global Team through regular participation in relevant meetings, development of briefing material, technical reviews, input to section reports and other documents and processes as needed
  • Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress

To qualify as a champion for every child, the candidate must have…

  • An advanced university degree in one of the following fields is required: education, human development, economics, psychology, sociology or another relevant technical field.
  • Minimum of ten (10) years of professional development experience that combines technical and managerial leadership in development cooperation at the international level, some of which served in developing countries is required.
  • Relevant professional experience in any UN system agency or organization is considered as an asset
  • Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
