The salary for this job should be between 208,877 USD and 261,770 USD.

​​ADAP provides strategic direction and thought leadership to the adolescent/young people agenda by leading and supporting a holistic approach to adolescent development, civic engagement and participation. ADAP leads a cross organizational network bringing together staff with technical expertise and convening technical and strategic consultations. ADAP provides technical leadership and capacity building to sc​ale up interventions across sectors, strengthen data and evidence on adolescent development and leverage partnerships to accelerate results for adolescents. Policy and partnership engagement concerning adolescents and young people is an important function of ADAP. Adolescent participation is an underpinning principle to UNICEF's work and ADAP plays a key role in providing technical guidance to strengthen adolescent participation across the organization and support UNICEF's partners to institutionalize platforms for adolescent participation in schools, local communities as well as digitally and foster the recognition that adolescents need to be consulted on policies, services and decisions relating to their lives in all contexts. As ADAP is leading on a cross cutting priority hence programme coordination and management in close contact with RO/CO s remains important. ADAP will lead on convening of donors and resource mobilization with and through other sectors.

You will report to the Director Education, for general guidance and direction. The Global Lead is responsible for providing technical leadership and strategic direction to ensure that the rights of adolescents established under the Convention on the Rights of the Child are reflected in UNICEF’s advocacy, policies, programme and humanitarian work.

You will provide strategic direction across the board on meaningful participation, civic engagement of adolescent and young people. Provide thought leadership and technical assistance for the scaling up of national programmes in country offices seeking alignment with SP/SDGs targets. Leverage resources and partnerships, including with and from Gen Unlimited.

You will guide programme support and technical assistance to achieve sustainable and scalable results on adolescent-related programmes develops work plans, allocation, advises on results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

You will coordinate with all outcome areas seeking programmatic synergies across. Promote shared understanding among all programmatic areas to ensure holistic policy development, coordinated planning, effective implementation, and evaluation of results in support of adolescent and young people -related work.

You will provide thought leadership and advocate for core agenda; build internal and external programme partnerships including among the UN family where UNICEF can make a difference for adolescents and young people.

How can you make a difference?

1. 1. Strategic Direction Develop a vision and strategy for Adolescent Engagement and Participation for UNICEF in development and humanitarian setting. Direct the implementation of the UNICEF’s strategy clearly articulating the rights-based approach to adolescents’ and young people’s participation and civic engagement throughout the organization. Lead the development of global strategies related to adolescent development and participation. Guide inputs into prioritized country and regional strategy documents related to adolescents. Provide thought leadership for adolescent related issues and activities throughout UNICEF’s thematic areas to ensure coherent and integrated programme advocacy, resource mobilization and communication.
   2. Programme support and Technical assistance (Planning, monitoring and leveraging) Leads a global team comprised of ADAP team, Regional ADAP Advisors and wider matrix of staff linked to adolescent agenda; Plans, monitors, and leverages resources for adolescent programming by generating and using evidence based policy and programming tools, as well as tools that will measure their impact. Drives advocacy for adolescent and young people related issues to be placed on the agenda for major global and regional forums. Provides outcome specific, high quality and timely reporting on the progress towards SDGs, implementation of CRC as it relates to adolescents, and WFFC. Directs planning and implementation of the annual work plan of ADAP Team. Actively participates in the preparation of the SP and organizational strategies, and similar strategic plans and international development agendas to include relevant adolescent and young people’s related goals, including the development of indicator for implementation monitoring. Responsible for providing the technical and programmatic underpinning of UNICEF’s strategic contribution to implementation of Gen Unlimited objectives related to adolescent programming.
   3. Knowledge generation, management and capacity development Manages knowledge acquisition and analysis of adolescent-related programming through documentation, annual reporting, assessment of good practices, accountabilities, and analyses of management resources. Coordinates strategic and effective dissemination of good practices. Strengthens UNICEF’s linkages with research and development agencies and with professional organisations to build global knowledge networks in support of programming for and with adolescents and young people. Builds up and agenda for capacity building and incremental learning on adolescent development and programming for UNICEF and partners.
   4. Evidence-based programmatic technical leadership Provide oversight of the global guidance for programming for and with adolescents. Monitors global developments. Initiates new approaches and develops methodologies to best meet goals and objectives of global agenda for adolescents. Identify issues, needs, and opportunities, seek solutions and provide programme advice and guidance on matters pertaining to adolescent development and participation. Collaborate with research and data divisions of UNICEF to provide strong measurement indicators and tools for monitoring the achievement of results for adolescents. Writes position papers for use in the development of the UNICEF global programme policy. Provides timely technical support and practical guidance to UNICEF regional and country offices to plan, programme and implement programing for and with adolescents. Undertakes field visits to provide guidance and strengthen capacity at regional and country levels, monitor and assess programme implementation and advise on required corrective action. In collaboration with DHR task teams, assists country offices to plan and strengthen capacity in country and regional offices for the mainstreaming of adolescent and young people related programming across all programme sectors.
   5. Advocacy, networking policy and partnership-building Guide and oversee the development and maintenance of high level relationships with UN agencies, donor organizations, youth organizations, international and national NGOs, academic institutions, professional networks, the Gen Unlimited partnership and others for the purpose of strengthening attention to and investment in adolescents and young people within the global development architecture. Represents UNICEF in meetings with high level and senior officials as well as multi-lateral, bilateral agencies and NGOs; interacts, negotiates and advocates programme goals and strategies. Identifies strategic alliances, and influences policy development to facilitate achievement of programme goals at all levels.
   6. Resource Mobilization

   Develop and implement strategic plans for resource mobilization and allocation in collaboration with Public Partnership Division and Private Fundraising and Partnerships, based on country, regional and global priorities. Build up and convene group of interested donors and supporters to share strategic vision and funding proposals. Oversee the development of funding proposals and donor reports and other statutory reports. Lead the budget planning and review process and ensure ultimate allocation, deployment of allocated funds and compliance with rules and regulations. Advocate with UNICEF senior management for resources and budget allocation for the organizations, policy and programming for and with adolescents and young people.

To qualify as a champion for every child, the candidate must have…

• Advanced university degree in the social and development sciences (child development, anthropology, sociology, development studies) and related field.
• At least 10 years of professional experience at national and international levels in the formulation, design and management and evaluation of policies and programmes for and with adolescents. At least five of those years should be in a developing country context.
• Proven international – “hands-on” programme management experience in different regions and countries is highly desirable. Experience in engaging in and facilitating multi-stakeholder dialogues, including government counterparts for strategic planning and shaping agenda is desired.
• Fluency in English is required and knowledge of another UN language is desirable.
