In support of UNICEF’s Strategic Plan, the Education Section (Programme Division) works to advance access, participation and learning outcomes for marginalized children through policy leadership and support to countries for excellence in programming. Gender Equity and Inclusion are key programme priorities, particularly in light of UNICEF’s new Education strategy which seeks to accelerate progress towards addressing the learning crisis.

Under the overall guidance of the Global Director of Education, the Senior Education Adviser leads the Gender Equity and Inclusion team in Education Section, and supervises the work of staff within the hub. The Senior Education Adviser works in close collaboration with staff in other hubs in Education Section, other sections in UNICEF, Regional and Country Offices, and external agencies to ensure the successful implementation of UNICEF's Education Strategy.

How can you make a difference?

Tasks will include the following:

  1. Provides overall technical leadership in Gender Equity and Inclusion in education.
  • Leads on improving equitable and inclusive access to quality basic education, including multiple pathways to learning, using a human rights based approach to programming and working within upstream education policy, social protection and sector wide frameworks.
  • Directs, coordinates and supervises, in collaboration with internal and external partners, innovative initiatives and programmes for scaling up equitable and inclusive access to quality basic education such as the Out of School Children Initiative (OOSCI) and Inclusive Education for children with disabilities, based on developments at the international, regional and national levels, and analysis and synthesis of data and trends, and corporate priorities.
  • Facilitates incorporation of corporate priorities into education programmes and collaborates with colleagues in other programmatic sections on inter­ sectoral program development, including early childhood development, child protection, health and nutrition, water and sanitation, disabilities, and social protection, to reflect a comprehensive and holistic and life-cycle focus on access to quality basic education.
  1. Supports regional and country programmes.
  • Advises, guides and supports education colleagues at country, regional and headquarters' levels on matters concerning education policies and plans, and poverty reduction strategies as they relate to education, including working with partners such as the Global Partnership for Education (GPE) and Education Above All (EAA).
  • Work with the Division of Human Resources to oversee the development of an internal system to upgrade the capacity of UNICEF staff to engage strategically in upstream policy and planning processes.
  • Oversees the review of regional components of annual, MTR and other reports, CPDs and PBR submissions. Responds to non-specific technical requests and inquiries from Regional and Country Offices. Provides technical support for regional and selected country initiatives and key strategic moments. Prepares briefs on regions, countries and issues for senior management.
  1. Cultivates partnerships with key organisations.
  • Supports UNICEF's involvement in the GPE partnership at the global level, including the Global Partnership for Education and other partnerships, such as ECW and Education Above All. Contributes to UNICEF's thinking and lead on emerging global initiatives.

    1. Influences the global debate on education.
  • Initiates new approaches and develop methodologies to best meet goals and objectives. Writes position papers for use in the development of UNICEF global program policy. Participates in various international, regional and national meetings and workshops.

    1. Contributes to the management of Education section
  • Contributes to the efficient coordination and support of work across Education Section to deliver results in the Equity Agenda and UNICEF Strategic Plan.

  • Leads the Gender Empowerment and Inclusion team. Ensures that inputs in the functional areas are aligned with overall Section work plans and contributes to the overall achievement of organizational targets in education key result areas.
  • Supervises staff within the Gender Empowerment and Inclusion team in line with UNICEF guidelines.
  • Assigns activities to hub members and coordinates the hub work plan to ensure all outputs are on time, of required quality and in line with organizational priorities.
  • Contributes to Education Section products such as the Annual Work Plan, the Annual Results Report and the Executive Director's Annual Report.
  • Contributes to preparation and submission of timely progress and status reports for management and Board meetings.

To qualify as a champion for every child, the candidate must have…

  • An advanced university degree in one of the following fields is required: education, social sciences, or a related technical field.
  • Ten years of progressively responsible relevant work experience at the national or international levels in education programme planning, particularly in Gender Empowerment and Inclusive Education and with proven experience of working in an advisory capacity. Experience of working in the UN or other international organization is an asset.
  • The following technical competencies: In-depth understanding of the overall global development context, including issues such as: poverty, conflict and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors; extensive knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming; strong ability to undertake policy dialogue: translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
  • Fluency in English is required. A good working knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
