Under the supervision of the chief of unit, this position will provide support to UNICEF country offices to prepare and mobilize immediate HCT response to new or suddenly deteriorating humanitarian situations, through deployment to affected country offices. The position will lead the preparation, design and implementation of HCT programmes across the project cycle. The position will also provide remote support from HQ as needed. The position will work in close collaboration with the HQ HCT inter-division team. The post requires frequent extended travel to conflict and natural disaster affecter countries.

This position is based in Geneva in the Humanitarian Cash Transfer Unit, that is part of the Social Policy and Social Protection Programme Team (SP&SP PG). The incumbent works under the direct supervision of the chief of the HCT unit in PG, and in close collaboration with the inter-divisional HQ HCT team, including specially the ERT cash specialist.

How can you make a difference?

This position is a roving position i.e. 60%-75 % of the position time is expected to be spent on field missions.

Tasks and accountabilities will include the following:

  1. In Country and/or remote support to regional and country offices:
  • Undertake technical field support missions (up to 6 weeks) to set up new HCT (Humanitarian Cash Transfer) programme or support ongoing programmes
  • Undertake HCT related preparedness field mission
  • Undertake HCT feasibility field mission
  • Support CO internal cross-sectors HCT related response analysis.
  • Undertake, in close collaboration with CO relevant focal points, including social protection and sectors colleagues, HCT feasibility assessment.
  • Work closely with the CO social protection team to access existing relevant information on government social protection system to inform the choice of the HCT
  • Wherever feasible and relevant, liaise and work closely with UNICEF country office United Nations Common Cash Statement (UNCCS focal points and UNCCS focal points from other agencies
  • Support the country office team to adjust and align HCT programme design to UNCCS principles
  • Collaborate with sectoral and cross sectoral programme officers to ensure that HCT programmes are coherent with UNICEF’s country programme and its Core Commitments for Children in Emergencies (CCCs) are met.
  • Support internal emergency coordination to review progress and address bottlenecks in a timely manner.
  • Represent UNICEF in HCT related cash coordination forum such as cash working group, clusters, ICCG.
  • Contribute to the development, testing and rolling out of training materials, including collecting and consolidating field inputs.
  1. When not deployed to the field (approximately 25%-40%):
  • Stay up to date: regular interaction with other members of the HQ cash team, to remain constantly updated on the latest key developments
  • Support the implementation of the HQ HCT inter division workplan: technical contribution to the HCT activities, as well as provision of technical support to other HQ divisions deliverables
  • Take part and influence headquarters internal and external discussions on humanitarian Cash programming, bringing field perspective to headquarters tools, policy and procedure development efforts
  • Work with other divisions/sections to serve as resource persons for emergency training / simulations to disseminate and promote policies, procedures, tools and approaches
  • Collaborate with other UNICEF surge mechanisms to ensure complementarities and share learning to enhance the effectiveness of emergency deployments.
  • Performs other related duties as assigned by the supervisor

To qualify as a champion for every child, the candidate must have…

  • An advanced university degree in Economics, Social Science, Database management, data analytics or related field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Minimum 3 years’ experience working on the implementation of humanitarian cash transfer in a variety of humanitarian settings.
  • Minimun of 5 years experience of field experience on implementation of programmes in humanitarian settings
  • Experience in providing direct technical assistance to UN Agencies, NGOs, governments.
  • Experience in programme planning, implementing, reporting, monitoring and evaluation of HCT.
  • Experience in managing/Exposure to inter agency cash coordination.
  • Experience in working with UN agencies (UNICEF experience preferred) at interagency level
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, and dedication to deliver results within strict timeframes.
  • Fluency in English is required. Knowledge of French is an asset.
