Under the guidance and supervision of the Global Lead on Disability, PGLT, the Programme Specialist will support the overall partnerships work of the Disability Section, PGLT, NYHQ. You will provide financial management for globally managed Grants earmarked/flexible for disability inclusive programming across the organizations, including Norway, USAID, UK FCDO grants, among others. You will also coordinate with internal and external partners for monitoring of programme implementation and financial reporting, provide technical inputs to planning processes in the Disability Group, including the review, consolidation and monitoring of the Annual Workplans, associated reporting (including SP and donors), and also contribute to joint reporting of the Programme Group Leadership Team (PGLT), working closely across the Programme Group, other Divisions (DPAM, PPD, PFP, EMOPS, SD) and National Committees as required.

How can you make a difference?

Tasks and accountabilities will include the following:

Strategic Support to Global Disability Partnerships

  • Provide strategic support to the Global Lead on Disability in developing new partnerships for disability inclusive programming and expanding existing ones. This includes coordination and collaboration with other divisions, Regional Offices, Country Offices, etc, developing concept notes and proposals as needed.
  • Organize, at the request of Global Lead on Disability, strategic meetings with partners and present relevant data and insights to promote UNICEF programme goals and objectives.
  • Establish a monitoring mechanism for globally managed partnerships, initiatives, and grants; ensuring consistent tracking and reporting of on-going activities and deliverables, making use of existing tools for this purpose and prepare tables and analytical reports.
  • Prepare briefing notes, talking points and presentations for senior management’s engagement with disability partners.
  • Maintain and further develop the knowledge management systems to build institutional memory and maximize efficiencies. This includes: the document database (reports, proposals, briefs, correspondence, Agreements etc.); online donor database of information and other systems.

Effective Internal and External Donor Relations:

  • Build, nurture and maintain effective internal and external working relations, including with key donors, PPD, PFP, relevant NatComs and NGO’s.
  • Support the Global Lead on Disability to manage high-level communication, follow-up and relationship building and development with Disability donors and supporters.
  • Advise the Global Lead on Disability and closely monitor the financial utilization and programme implementation of globally managed grants, such as the multi-year Norway-UNICEF Partnership on Disability Inclusion.
  • Manage the timely and quality submission of donor reports, including guidance to ROs/COs on report preparation as per donor specifications.
  • Ensure that internal mechanisms, with regards to contractual agreements with donors, are in place (e.g., grant agreement approval from PPD, ensuring appropriate support/salary costs are covered, etc.) and coordinate administrative/financial requests, including audits, with donors and related program/operations colleagues.

Support Talent Management and Resource Mobilization

  • Lead on development of proposals and seek funding opportunities for disability inclusive programming, including engaging with the Business for Results Team to seek financial support opportunities for disability inclusion.
  • Support mobilization of financial resources within existing and new partnerships by drafting concept notes and contributing to preparation of investment cases and funding proposals.
  • Support development of communications and advocacy products for disability inclusion, to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders.
  • To maintain available and effective capacity for implementation of global programme partnerships, establish a roster of consultants (individual and institutional) specialized in disability inclusion across programme and operations areas, including the set-up of LTAs that are available for use by HQ, RO and CO levels.

Planning and Monitoring

  • Technical inputs to planning processes for the Disability Team, including review, consolidation, and monitoring of the Annual Workplan.
  • Contribute to organizational reporting (including Strategic Plan, GARRs, EDAR and donors).

To qualify as a champion for every child, the candidate must have…

An advanced university degree in one of the following fields is required: Advanced University degree in international development, social sciences, or related fields.

Minimum eight (8) years of progressively responsible professional experience working for an international organization in programmes and budget management, partnerships, donor relations and resource mobilization, monitoring and evaluation is required.

  • Prior UNICEF experience is preferred.
  • Prior experience working with major donors, managing large and complex portfolios, including budgets and reporting, is required.
  • Prior experience working with disability inclusive programming is preferred.
  • Prior experience in knowledge management and/or external communications is desirable.
  • Experience working in and familiarity with the UN or other international development organization is an asset.
  • Excellent organizational skills and ability to manage multiple tasks.
  • Effective interpersonal and communication skills; the ability to successfully liaise with people in a wide range of functions in a multi-cultural environment.
  • Excellent Computer skills; MS Word, Excel, PowerPoint, SharePoint, VISION, RAM and other software.
  • Very good analytical and report writing skills in English.

Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
