Note: UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

UNGEI is a global partnership for gender equality in and through education. Part of the UNICEF HQ Education section, our mandate is to catalyze and galvanize action locally, nationally, regionally, and global for girls’ education and gender equality in education. We bring together diverse partners to support Ministries of Education and other national actors to develop and implement bold commitments to gender equality in education. We convene regional global conversations and action for girls’ education and gender equality in education, including through the leadership of young feminist activists. The UNGEI Secretariat is governed by UNICEF policies of employment. We strive to uphold feminist and anti-racist principles in how we work and offer flexible work arrangements.

In 2022, UNGEI will implement the first multi-country programme on addressing harmful gender-norms through play-based curricula in schools, Ending Gender Stereotypes in Classrooms. The programme will work with country-based implementing partners including UNICEF regional and country offices to support ministries/ departments of Education to pilot play-based in-school curricula that will support children to question harmful gender norms and stereotypes. This implementation will be accompanied by a real-time monitoring, evaluation and learning (MEL) approach so as to build rigorous data and evidence on the efficacy of this area of work. The programme brings together a loose coalition of actors who will collaborate and coordinate under an agreed-on results framework and share results together as appropriate.

For every child, education……

Under the overall guidance and direction of the Director of the UNGEI Secretariat, you will be responsible for the implementation of the one-year Ending Gender Stereotypes in Classrooms multi-country programme. You will be responsible for establishing partnerships, establishing a results framework, bringing on board and managing MEL partners and overseeing the management and delivery of results of the programme. You will be expected to provide sound, gender-responsive technical advice based on national and global experience in gender programming and support the UNGEI Secretariat in advocating and raising support, including resources, for future phases of the programme.

How can you make a difference?

Tasks will include the following:

  1. Management and advisory support to the Chief
  • Provide advice to the Chief in implementing the annual UNGEI work plan (not including Gender at the Centre Initiative), including developing strategies, determining priorities, and performance measurements.
  • Coordinate work progress monitoring and ensure results are achieved according to schedule and performance standards, and report to Chief critical issues for timely action.
  • Provide technical assistance and advice to colleagues in the section on all aspects of programming and implementation to enable them to achieve performance objectives
  1. Programme management, monitoring and quality control of results
  • Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector on education programmes.
  • Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor programmes/projects and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Manage the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.
  • Coordinate and ensure the availability of technical experts to ensure timely support throughout all stages of programming

3. Advisory services and technical support

  • Provide technical advice to current and potential partners on policies, strategies, best practices and approaches on girls’ education, girls’ empowerment and gender equality in education.
  • Participate in strategic discussions to influence policy and agenda setting for girls’ education and gender equality in education

4. Advocacy, networking and partnership building

  • Build and strengthen strategic partnerships for the programme through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education.
  • Prepare communication strategies and implementation plans and activities for the programme to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF Country Office education programmes and emergency interventions.

5. Innovation, knowledge management and capacity building

  • Promote critical thinking, innovative approaches and good practices for gender equality in education initiatives through advocacy and technical advisory services.

  • Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices on gender equality in education. Institutionalize and disseminate best practices and knowledge learned.

To qualify as a champion for every child, the candidate must have…

  • An advanced university degree in one of the following fields is required: gender or women’s studies, education, sociology, psychology, child development, international development
  • A minimum of eight (8) years of total professional experience in programme planning, management, and/or research either in or working closely with education systems is required.
  • At least five (5) years of experience in policy and programming related to gender equality
  • At least three (3) years of experience managing large, multi-stakeholder programmes, ideally across countries
  • Professional work experience in at least one developing country
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • The following technical competencies: Expert understanding of gender equality rights frameworks; Good understanding of child development theory and practice especially related to gender socialization; Strong understanding of results-based management; Strong understanding of the overall global development context; Good ability to support policy dialogue; Good education and policy sector analysis capacity; Demonstrated psycho-social abilities
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
