This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 171,387 USD and 220,969 USD.

Note: Programme Group (PG) is currently undergoing organizational changes, therefore the exact location of the post is still under consideration. Currently, the post is based in New York but in case the location of the post will change, s/he would be expected to relocate to another location as the case may be, during the contractual period.

Under the supervision of the Senior Adviser Education - Management, you will support the education section as a whole and contribute to the Office of the Global Director, Education.

How can you make a difference?

Under the overall guidance of the Senior Adviser Education, Management, you are responsible for management and coordination of UNICEF contributions to global partnerships including but not limited to the Global Partnership for Education, Education Cannot Wait and other new or existing global partnerships.

1. Coordinates and provides support to Regional and Country offices on their participation in the global education partnerships;
   • Provision of guidance on partnership processes from application for funding, proposal development, implementation and follow-up. This includes liaison with the Senior Advisers and Specialists as appropriate, to ensure consistency in dealing with partnerships is achieved across the UNICEF portfolio;
   • Liaises extensively with Public Partnership Division (PPD) to ensure provision of quality technical support to countries and accurate budget and funding monitoring and management;
   • Identifies opportunities to expand and improve UNICEF's engagement in relevant global education partnerships at country, regional and HQ, to help advance UNICEF education priorities (equity including gender equality, inclusive education, learning, skills development).
2. Facilitates communication and information exchange between global education partnerships, their Secretariats' (or equivalents) and UNICEF HQ, Regional and Country Offices;
   • Provides technical inputs into key partnership documents, and provides management support;
   • Coordinates UNICEF's inputs into high-level conferences and events, to ensure UNICEF's positions are accurately represented, promoted and advocated for through different partnership structures and processes.
   • Works closely with Education Section nominated focal points and experts, and representatives from cross cutting units and divisions, so that UNICEF's contribution to partnerships' implementation plans is timely, strategic and good quality
3. Maintains a comprehensive database of reports, good practices, lessons, policy, and programme innovations on global education partnerships for internal dissemination;
   • Maintains a knowledge bank of informational assets and facilitate the dissemination of information using various channels for use by a variety of audiences to inform programming, policy and advocacy work.
   • Ensure research findings are communicated to UNICEF and other development partners, so as to strengthen the evidence-based programming.
4. Facilitates seamless linkages between Office of the Deputy Executive Director and UNICEF H****_****Q offices on partnership processes

• Contribute to the establishment of guidelines and systems to ensure greater co­ ordination among the various UNICEF offices engaged in global partnerships.
• Provides management support to the DED's office/Associate Director (Education) as needed in the execution of their leadership functions within Qlobal partnerships.

5. Supports the overall work of the education section
   • Support the overall work of the education section through the provision of high quality briefings, representing UNICEF at relevant internal and external meetings; providing inputs into the work of others, and ensuring priority messages on education are effectively and consistently communicated.

To qualify as a champion for every child, the candidate must have…

• An advanced university degree in one of the following fields is required: Education, Social Sciences, or another relevant technical field.
• Eight years of professional experience work experience at national and international levels in programme management, monitoring and evaluation, across education and other related fields.
• Experience in national education planning and understanding of education budgeting and statistics preferred.
• The following technical competencies: Good understanding, expertise and experience in digital learning; good understanding of the overall global development context; good knowledge of global developments in education and international engagement strategies; good ability to support policy dialogue; good education sector planning knowledge/ability; good education and policy sector analysis capacity; good ability to support engagement with partners; good understanding of gender and inequity issues; good understanding of policies and strategies to address issues related to early learning in the context of conflict and emergencies as well as risk analysis and risk management
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
