The post sits within the Social Policy and Social Protection Programme team in UNICEF HQ, contributes to UNICEF’s strategic results on child poverty, social protection, public finance, and local governance. The Chief Public Finance and Local Governance reports to the Director Social Policy and Social Protection in HQ. The Chief leads specific GA5 Strategic Plan results on child poverty through increased and enhanced public financing for child-sensitive social programmes and strengthening local governance structures.

The Chief, Public Finance and Local Governance provides technical and intellectual leadership, expert advice, and technical support to UNICEF's work on public financial management and local governance. It contributes to Governments' overall efforts to enhance public financial management processes; economic, fiscal, and social policies; and good governance and accountability measures which lead to better investment in and results for children and their families. The Chief is responsible for developing strategic partnerships, including south-south, in support of these objectives, while leading systems strengthening, advocacy and communication, evidence and knowledge management, innovation, for results linked to public finance for children and local governance in UNICEF’s Strategic Plan.

How can you make a difference?

Under the guidance of the Director, Social Policy and Social Protection, the Chief of Public Finance and Local Governance will be accountable for the following functions:

Programmatic leadership, technical support, and capacity building

• Guide and lead UNICEF's global work on public finance and local governance through setting strategic direction, leading the development of operational guidelines, tools and applications that support UNICEF field offices to diagnose challenges, conduct meaningful analysis, and provide impactful support to governments and partners on public finance and local governance issues.
• Lead the Section’s support and advice on the design and implementation of public finance and local governance approaches, social, economic and fiscal policies, including through better linking with context-specific situation analyses and through effective monitoring of progress and results to refine social policy and protection programming and advocacy.
• Guide and support UNICEF efforts to build global evidence and investment cases for social policy and social protection programs and systems and lead global advocacy efforts to raise the visibility of child poverty, equity, and social exclusion in the areas of public finance and local governance.
• Monitor key economic, financial, social, and demographic developments at global level and their impact on child poverty, inequity, and social protection, thereby guiding UNICEF country teams in developing and implementing policy and programmatic responses.
• Identify capacity building needs globally in the areas of public finance and local governance and organize or support trainings and other means of addressing gaps in close collaboration with regional offices.

Strategic partnership****, advocacy, and communication

• Build and enhance UNICEF’s strategic partnerships and alliance on public finance and local governance at global level.
• Develop and maintain networks with internal and external partners to raise visibility of UNICEF as a global partner and knowledge leader in the areas of public finance and local governance,and ensure implementation of UNICEF’s partnership commitments and actions.
• Foster the role and voice of UNICEF as a global knowledge leader on public finance and local governance through representation in global fora and as a resource person to regional and country level high profile events where requested.
• Disseminate key advocacy messages on public finance and local governance through raising the profile and visibility of these issues in UNICEF's global communication and advocacy initiatives, as well as in inputs to the communication products of the senior management.
• Initiate and nurture resource partnerships and resource mobilization initiatives for UNICEF’s headquarters, regional and country level work on public finance and local governance.

Knowledge management

• Provide leadership in advancing evidence and knowledge on how public finance, social, economic, and fiscal policies and processes can effectively address economic and social vulnerabilities of children and their families.
• Guide UNICEF-wide efforts in generating lessons learned and identifying good practices and lead the global dissemination and sharing of knowledge on child-sensitive public finance and local governance approaches, through Community of Practice and databases.
• Promote and support systemic data collection on public finance and local governance including innovative research methodologies and impact evaluations, with a focus on supporting SDG and strategic plan related monitoring and assessing the child-sensitivity and equity-focus of interventions.
• Network with academic institutions, multilateral agencies and civil society to facilitate exchange of lessons and experiences in designing, implementing and financing social policies and programs that effectively address poverty, inequities, and social exclusion for children and their families.
• Monitor and assess the international literature and policy debate to ensure that UNICEF knowledge is updated and fed back to UNICEF organizational knowledge and programming.

Managerial Leadership

• Contribute to the conceptual integration of UNICEF’s public finance and local governance policy and programming approaches, across the strategic plan and across the organization, including ensuring effective links within the Social Policy and Social Protection team between child poverty/inequity analyses, social protection, public finance, and local governance, to maximize the efficacy of policies and programs in reducing child poverty and social exclusion.
• Ensure effective management of the Public Finance and Local Governance team, workplans, budgets and human resources.
• Prepare reports on progress in UNICEF’s engagement in public finance and local governance and prepare briefs on the subject for senior management and the Executive Board.

To qualify as a champion for every child, the candidate must have…

An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

A minimum of ten years of relevant professional experience is required in all aspects of programme management, and/or advisory support, in the public finance and local governance resulting in recognized expertise in the technical area.

Experience in management multidisciplinary teams and partnerships.

Experience working in a developing country is considered as a strong asset.

Background and/or familiarity with emergency is considered as a strong asset.

Relevant experience in a UN system agency or organization and/or International Financial Institution (IFI) is considered as an asset.

Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
