You have:
- Master’s degree with 3 years of experience; Chartered Accountant preferred; OR Bachelor’s degree with 5 years of experience.
- At least 3-5 years of work experience in risk management, audit, or investigation.
- Knowledge & understanding of national and international accounting and auditing standards, national regulations, situation analysis skills.
- Prior experience in conducting fraud assessments and/or investigations is preferable.
- Prior experience in NGO/INGO internal control, compliance, risk management is advantageous.

The role holder will be a member of the Country Office Risk and Compliance (R&C) team responsible for delivering outcome focused investigations, internal control and compliance reviews, and other assigned tasks for Nepal and Bhutan Country Office as assigned by line manager to meet agreed-upon professional standards and stakeholder expectations. The role holder will produce high-quality, value-adding review reports aligning with the R&C annual plan, and investigation terms of reference (ToR). The reports will be clear, timely, and solution driven.
The role holder will generate high-quality review reports for assigned investigations, and reviews of Nepal and Bhutan Country Office’s functions, field offices, implementing partners, Bhutan office, and its partners. The role holder is expected to spend a substantial amount of time (approximately 75%) in field conducting investigations and reviews.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
- Lead or participate in fraud investigations and other investigations as assigned by the line manager or required by management.
- Ensure that recommendations for improvement and lessons learned are clearly documented and communicated to line managers and/or management.
- Provide technical input to fraud investigations as required.
- Ensure all suspected and actual cases of fraud, bribery and corruption are reported immediately.
- Deliver fraud, bribery and corruption training to different audiences.
- Support capacity building of leaders, people managers and staff on practical implementation of counter-fraud risk mitigations and responsibilities.
- Build relationships with other departments and field offices, to guide them on identifying and mitigating fraud, bribery and corruption related risks.
- Engage with stakeholders to fully embed counter-fraud across global teams and within existing processes.
- Assist in preparation of Risk & Compliance (R&C) and/or Internal Control and Compliance (ICC) annual plan.
- Execute assigned internal control and compliance (ICC) review of functions/departments and field offices of Country Office and implementing partners as per R&C/ICC annual plan. Prepare report and complete the reporting cycle. Ensure assignments are completed on time.
- Apply relevant risk-based audit techniques while performing internal control and compliance reviews of various units.
- Ensure that accepted accounting and audit principles, relevant laws, donor compliances and SCI’s policies and procedures are being followed and evaluate the adequacy and effectiveness of internal accounting procedures, operating system and internal controls and propose recommendations and prepare draft report.
- Evaluate key systems for effective internal checks and procedures.
- Recommend possible solutions and mitigation measures.
- Maintain standard supporting documents of reviews and observations.
- Complete documentation after each assignment and upload the report as required
- Follow up activity to ensure that actions are in line with the agreed recommendation within the specified timeline.
- Conduct review from lens of zero tolerance policies such as SCI Counter fraud, bribery and corruption policy and report immediately if any non-compliance of the policies are noted.
- Review compliance of SCI policies and procedures of functions, partners and conduct spot checks.
- Maintain fundamental principles and ethics of auditor such as high level of confidentiality, integrity, objectivity, professional competence and behaviour.
- Provide suggestions to line manager for improvement in the procedure, process or methodology of reviews and other assignments.
- Assist in Fraud Risk Assessment and other assignments, as assigned by line manager.
Qualifications and Experience:
- Master’s degree with 3 years of experience (2 years for GSI); Chartered Accountant preferred; OR Bachelor’s degree with 5 years of experience (3 years for GSI). CA certification will be accepted as master’s degree.
- At least 3-5 (as per criteria set above) years of work experience in risk management, audit, or investigation is required, preferably in public organisations.
- Knowledge & understanding of national and internal accounting and auditing standard, national regulations, situation analysis skills, knowledge on partnership, and development sector.
- Prior experience in conducting fraud assessments and/or investigations is preferable.
- Prior experience in the NGO/INGO internal control, compliance, risk management and implementing partner procedures is advantageous.
