About the position
Based in Rome and under the supervision of the Country Operations team leader the Procurement Coordinator II will oversee the operations of the Procurement Unit and the effective implementation of the Procurement Procedure across the Europe Region
Responsibilities
· Procurement management in the Country
- Oversee the Procurement Process in the ERP, ensuring complete documentation, and compliance with the Alliance Finance Manual and Procurement Framework
- Design, set up and launch a Supplier Qualification Framework, introducing a Supplier Register and a Supplier Risk & Compliance Assessment tool, in coordination with the Procurement function of the other Regions.
- Design, set up and launch a Supplier Evaluation Framework, introducing a Vendor Rating tool, in coordination with the Procurement function of the other Regions.
- Support the Legal Office in reviewing standards Terms & Conditions of Contracts and Purchase Orders
- Provide guidance to other Procurement teams across the Region Europe
- Organize and coordinate Global Procurement and Regional Procurement committee for purchases raised in the Region Europe.
- Plan and oversee the regular completion of the Procurement Accountability Assessment to identify gaps and follow up on corrective actions.
- Ensure adequate induction, training and briefing is provided to ensure staff understanding and compliance with Procurement Procedures
- Collect regular feedback from internal Stakeholders and propose punctual updates of the Procurement Policy, to ensure the constant alignment between the Policy and the Organization’s needs. Define new Guidelines or Best Practices when needed.
- Oversee and ensure effective use of the budget allocated to the Unit
· Staff management
- Supervise the Procurement Team by ensuring that the activities are performed effectively, clarifying performance expectations and conducting performance appraisals.
- Discuss development needs and aspirations with direct reports, agree on an actionable development plan and monitor progress.
- Review and approve unit staff development plan considering organizational priorities, staff needs and aspirations.

Terms of employment
This is a nationally recruited position, based in Rome (Italy), open only to internal candidates, namely: regular staff members, complementary staff members and individuals who are currently employed or have completed a contract with Bioversity in the last 6 months. The position BG7 level, on a scale of 14 levels, with level 14 being the highest and the salary range starts from Euro 47,640. The remuneration package includes a competitive salary, leave provisions, medical and life insurance, and non-contributory retirement plan. The contract will be for a period of 2 years, subject to a probationary period of 6 months, and is renewable subject to performance, project needs and availability of funds.
