The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

Three challenging and exciting opportunities have arisen within UNICEF Mozambique's Country Programme for passionate and committed WASH Specialists at NOC level (Open to Mozambican nationals only) based in Nampula, Beira and Quelimane Field Offices. Under the guidance of the Chief of Field Office (NO4) in the Field Office and the WASH Specialist (Sanitation) P4 based in Maputo.

UNICEF Mozambique WASH programme works at national and decentralized level, with a variety of interventions covering both Enabling Environment, Field Implementation, Emergency preparedness and response, with a strong focus in supporting the Government of Mozambique to deliver WASH services according to national standards, strategies and goals (service delivery through capacity building). The WASH Specialist NOC manages the WASH component of the respective Field Office, and reports to the Chief of Field Office NO4, based in Field, and the WASH Specialist (Sanitation) P4, based in Maputo. Technical support will also be provided by the WASH Specialist (Water Supply) P4 based in Maputo when relevant.

Purpose of the job: The WASH Specialist NOC supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme, especially the Sanitation component in the province allocated. While the WASH Specialist level NO3 manages the implementation of the WASH programme at provincial level with a strong focus on sanitation, he/she also provides support to the other key aspects of the UNICEF WASH Programme when necessary (Water supply, sanitation services, WinS, WinHCF, emergency response). The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

To qualify as an advocate for every child you will have…

  • Masters’ Degree in one of the following fields is required: public health, social sciences, behavior change communication, water, and sanitation engineering or another relevant technical field.
  • DEVELOPMENTAL: a minimum of five years of professional experience in WASH-related programmes for developing countries is required, especially in Sanitation
  • HUMANITARIAN: Proven experience in WASH in emergency response / humanitarian situation is required.
  • Fluency in English and Portuguese is required.

There will be no relocation package offered for this post. The successful candidate will be responsible for his/her own relocation and settlement in the city where the post is based.
