The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

Under the supervision of the Chief Advocacy, Communication and Partnerships (P5) and in close collaboration with the Deputy Representative Programmes, the Partnerships Manager (Resource Mobilisation) will be accountable for establishing and maintaining strategic partnerships with the public and private sector, locally, regionally, and internationally. He or she will make recommendations to MCO in relation to fundraising development and expansion with a view to reach fundraising and leveraging income targets (IFIs, innovative and financing mechanisms) and in expanding the partnerships, resource mobilization and engagement capacity.

Summary of key functions/accountabilities

1. Partnerships and Resource Mobilization Strategy

The incumbent leads the development and overall coordination with current and prospective public partners and relevant financial stakeholders in country, NatComs and donor coordination platforms in-country and through PPD and PFP, including ensuring timely and high-quality donor proposals and reports and other strategies in close coordination with programme teams.

Duties & Tasks

  • Ensure that MCO uses a well-prioritized and realistic partnerships and resource mobilization strategy to support the implementation of the CPD, humanitarian response and leverage resources for children in Mozambique
  • Stay abreast of key developments in the external environment as they affect partnerships and fundraising, and continuously seek new growth opportunities, and interpret and act upon these with the team. Likewise remains up to date with cutting edge developments globally in fundraising practice within UNICEF and across the sector and ensures these are applied as relevant.
  • Liaise with various humanitarian funding coordination mechanisms (CHF, CERF and other pooled fund managers) for timely action on donor funding of humanitarian action.
  • In collaboration with PPD and PFP, develop and sustain high-level advocacy and fundraising efforts by the MCO leadership.
  • Actively participate and contribute to the UNCT fundraising and reporting within the context of the UN Sustainable Development Cooperation Framework (UNSDCF) and the UN Humanitarian Action Plan.
  • Provide guidance and build fundraising capacity of MCO staff; document, build and share knowledge to optimize work. Ensure that emergency fundraising preparedness plans are in place. Evaluate effectiveness and make timely recommendations to achieve targets.

2. Strategic Partnerships and Donor Relations

The incumbent provides leadership and direct support in the nurturing and development of new high value bilateral and multi-stakeholder partnerships and collaboration for increased high-quality financial resources to the CPD as well as increased strategic non-financial engagement to leverage results at scale for children.

Duties and Tasks

  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders. Expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private sector, international financial institutions and/or relevant constituencies.
  • Promote new partnerships: working with UNICEF colleagues at HQ (PFP), regional and local level, to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Capitalize on regional synergies to maximize growth.
  • Design engagements with donors to advocate on the humanitarian to development nexus, on the life-cycle approach for funding purposes as well as support MCO in devising strategies on how to address humanitarian funding.
  • Build strong partnerships with bilateral and multilateral agenciesand explore horizontal partnerships and innovative funding and financing opportunities.
  • Network and engage at key fora, platforms, associations, networks and other major entities to advocate for children, promote respect and support to children rights and position UNICEF for strategic partnership and fundraising opportunities.
  • Contribute to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
  • Keep track of competitor performance in new media fundraising and analyze trends. Maintain a network of leading donors in the area.

3. Public and Private Partnerships, financial and non-financial engagement strategies

The incumbent strengthens MCO’s capacity to better engage and leverage business using rights-based approaches to achieve results for children, adolescents, and young people. Strong interlinkages with the country programme’s broader partnership and public advocacy agenda will also be created to spearhead a multi-stakeholder partnership approach to improve the situation for children in Mozambique.

Duties & Tasks

  • Enhance existing and unlock emerging public-private partnerships to support the achievement of results for children and the country programme’s priorities. Develop financial and non-financial engagement opportunities with the private sector, IFIs and/or relevant constituencies.
  • Contribute toward the development of business-related standards and measurement, knowledge management, creation of partnerships tools, technical guidance and case studies for UNICEF.
  • Strengthen existing fundraising channels and form new ones; also, beyond cash income, to leverage resources and investment for children.
  • Provide support on corporate alliances negotiations, child rights promotion with/on business, and infuse a child rights perspective in policies and practices of all partners.
  • Maximize private and public sector income, new funding streams, as well as fundraising performances, with an emphasis on profitable and strategic utilization of investment funds.

4. Donor Visibility, Recognition, Reporting and Proposals

The incumbent expands UNICEF’s network of key interlocutors and strengthens relationships between UNICEF and governments (donors), UN agencies, regional development institutions, foundations, the private sector, international financial institutions and/or relevant constituencies through strengthened visibility and donor recognition as well as quality partnership management.

Duties & Tasks

  • Leads the development of partnerships/ donor visibility and recognition strategies and plans in alignment with agreements and donor requirements.
  • Works with Representative and Deputy Representative to strengthen donor relations in-country at different levels through enhanced partnership visibility and recognition of donor support though face-to-face meetings; organization of special events; donor visits for to highlight joint work and missions.
  • Prepare investment cases and pitch documents to enable partnership development, ensuring due diligence and alignment with programme priorities.
  • Enhance positive relationships with donors, national committees and donor groups in-country and through PPD in their donor capitals through timely and high-quality donor proposals and reports.
  • Roll out monitoring and reporting mechanisms, ensuring that all sections and field offices are adequately trained and conversant with quality issues in donor proposals and reports.
  • Ensure high quality and strategic proposal preparation and follow-up in line with programme priorities, as well as compilation of information, editing and layout.
  • Develops advocacy and communication material to strengthen partnerships and resource mobilization.

To qualify as an advocate for every child you will have…

  • A Master’s degree in Social Sciences, International Relations, Government, Public Policy, Social Policy, Social Development and other relevant disciplines, with specialist training in humanitarian action.
  • A minimum of (eight) years of relevant professional work experience in partnerships and resource mobilization, including familiarity with emergency programmes;
  • Solid work experience in international development as well as in international donor relations at country level.
  • Proven ability to develop effective long-term strategic relationship with major donors, fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies when planning.
  • Proven ability to implement clear goals that are consistent with agreed strategies, identify priority activities, adjust priorities as needed to meet organizational goals.
  • Demonstrated ability to identify and seize new partnerships, innovative models for public and private partnerships and resource mobilization opportunities.
  • Demonstrated ability to adjust to unexpected challenges and proposing countermeasures accordingly.
  • Proven excellent verbal and written communication skills.
  • Knowledge of current theories and practices in fundraising/marketing, partnerships and or corporate communication and experience with commercial marketing and fundraising is an asset.
  • Knowledge and experience of working with business and human rights in particular children’s rights is a plus.
  • Knowledge and experience of working with UN collaboration and partnerships with IFI’s (World Bank, IMF etc.) is required.
  • Experience in managing teams is required.
  • Fluency in English and Portuguese is required. Knowledge of the local language of the duty station is desirable.
