UN Women -Country Office - Morocco is based in Rabat, Morocco. UN Women Morocco focuses its activities on 3 areas of intervention:

1. Women Political Participation (WPP) and Gender-Responsive Public Governance;

2. Women Economic Empowerment (WEE) and Access to Decent and Stable Income;

3. Ending Violence Against Women and Girls (EVAWG).

In the area of Gender-Responsive Public Governance, UN Women Morocco works across aspects of governance that can most readily accelerate progress towards gender equality. We help bridge disconnects between national development strategies and gender equality plans. To reform public institutions, we support steps such as cultivating the capacities of public officials to integrate gender equality measures in plans and budgets and select performance indicators for oversight. We advocate transparent and adequate public financing for gender equality, including through the adoption of gender-responsive budgets that channel adequate resources to both women and men.

Since the early 2000s, Morocco has been engaged in a process of implementing Gender Responsive Budgeting (GRB). This process was marked by the creation in 2013 of the Centre of Excellence for GRB, a platform for coordinating the general implementation of GRB through training, support for stakeholders and the production of knowledge and tools in the field of GRB.

The adoption in 2015 of the new Organic Law relating to the Finance Law (LOF) has allowed the institutionalization of GRB in Morocco. This law provides a legal basis for taking gender equality into account throughout the budget programming process and in the monitoring and evaluation phases of public programmes. It also institutionalises the production of a Gender Budget Report each year, which accompanies the draft Finance Law to Parliament.

UN Women Country Office Morocco is looking for an intern for a 6-month period to support the Gender Responsive Planning and Budgeting Programme.

Duties and Responsibilities

Description of Responsibilities & Learning Objectives

Under the supervision of the Programme Analyst, the intern will:

  1. Support implementation of GRB work plan activities

    • Support capacity development, technical assistance, communication and research activities;
    • Help develop case studies, exercises, quizzes, and key supporting documents to be used during training and capacity development activities;
    • Review documentation, reports, survey results and correspondence;
    • Support the Programme Analyst with annual and narrative reports;
    • Carry out background research on various topics related to GRB;
    • Plan meetings, send out invitations, manage the GRB Team agenda
    • Support the team in preparing national and/or regional events (virtual or face-to-face), expert consultations or workshops
    • Support administrative and financial tasks, such as follow-up with service providers/consultants and payments.
  2. Support communication activities and knowledge management in the area of GRB

    • Support in content development for easy-to-use knowledge products including briefs, website materials, concept notes, technical papers for the CE-BSG, UN Women ROAS and HQ;
    • Synthesize and summarize research outcomes and lessons learned;
    • Create and adapt Power Point Presentations;
    • Draft talking points / speeches
    • Provide inputs to GRB social media contents;
    • Ensure document translations and summaries
  3. Support partnership development, donor relations and UN Women coordination efforts

    • Ensure efficient coordination between the different internal and external stakeholders of the GRB Programme
    • Take meeting minutes and ensure information sharing with all stakeholders;
    • Support to UN Coordination and the UNCT SWAP Gender Scorecard Action Plan;

Learning Objectives:

By the end of the internship the intern should have a good working knowledge of:

  1. In-depth knowledge of the main gender issues and inequalities in Morocco
  2. Operational and ‘hands-on’ experience in substantive aspects of development management and programming within UN Women, especially in the area of Gender Responsive Planning and Budgeting
  3. The intern should leave with an improved understanding of gender equality and women’s empowerment and how UN Women’s work is changing global perspectives about these areas.

Required Skills and Experience

Qualifications

Education:

  • University studies in one of the following disciplines: Law, International Relations or Political Sciences, International development, Gender and development, Social development or other relevant subjects is required.
  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher); Be enrolled in the final academic year of a first university degree programme (minimum Bachelor's level or equivalent); Have graduated with a university degree and, if selected, must commence the internship within a one-year period of graduation, or Be enrolled in a postgraduate professional traineeship program which is part of a degree programme and undertake the internship as part of the program requirements.

Language:

  • Excellent communication skills (written and oral) in English, French and Arabic are required;

Computer skills:

  • The intern must have good knowledge of Internet and Microsoft tools (MS Word, Excel, PowerPoint)

Renumeration:

Interns who are not in receipt of financial support from other sources such as universities or other institutions will receive a stipend from UN Women to partially subsidize their basic living costs for the duration of the internship.
