JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009, based in Geneva. Its mission is to bring governments and international and local actors together to jointly generate and use evidence that supports displaced and host communities to reach durable solutions. JIPS operates with four programmatic goals: (a) enable nationally owned evidence on internal displacement (b) enable collective and responsible efforts on displacement data at the field level (c) leverage the wider context and inform conducive environments for solutions through evidence and (d) enable the effective use of data in policies and programs addressing internal displacement.

Due to a temporary vacancy in the position of Interim JIPS Coordinator, we are looking for a strong interim candidate to fill this post for a period ranging from three to six months. Given the significance of the Interim JIPS Coordinator role, it is imperative to fill the position with a qualified individual who possesses the necessary expertise, leadership judgement, and familiarity with the wider context of forced displacement and JIPS operations.

In the interim period, the main role of the Interim Coordinator’s role is to:

  • Manage the programmatic portfolio of JIPS and lead the team as a sustainable inter-agency service by ensuring efficient, coordinated and high-quality outputs according to partnership agreements with donors of JIPS;
  • Proactively engage with donors and partners of JIPS to ensure ongoing operations of JIPS and solidify JIPS funding base;
  • Guide and consolidate a comprehensive strategy review and strategy formulation process, defining the future positioning of JIPS, including its programmatic direction, modus operandi and funding modality;

As an administratively co-hosted by the Danish Refugee Council (DRC) and the United Nations High Commissioner for Refugees (UNHCR), JIPS adheres to and abides by the established processes outlined in the DRC Operations Manual. This alignment ensures that JIPS operates within the framework and guidelines set forth by the DRC, maintaining consistency, efficiency, and accountability in its activities.

****Description of Duties****

  • Program Management
    • Lead the process of planning, organizing, implementing, and monitoring of programs and projects of JIPS with the management and entire team;
    • Ensure sound budget management across all JIPS areas of work in coordination with JIPS management and DRC finance team;
    • Anticipate and manage changes within the program, team and budget structure;
  • Donor Engagement:
    • Cultivating and maintaining the relationship with donors including regular communication, meetings, and updates about the organization's work
    • Proposal development: guide the development of future proposals of JIPS while adhering to programmatic priorities and realistic assessment of JIPS capacities
    • Reporting: Ensure JIPS follows a proactive approach in developing compelling funding proposals that align with the donor's objectives and funding criteria.
  • Strategy Review:
    • Define the purpose of the strategy review and establish specific objectives, define relevant methodology, identify and engage with these stakeholders;
    • Explore new approaches to the JIPS business model and review the current modus operandi and related risk assessments.
    • Guide the formulation of the JIPS Strategy

****Requirements and Work Arrangement****

The JIPS Coordinator is accountable to and works under the guidance of the JIPS Executive Committee. On a day-to-day basis and for all administrative purposes, the Interim Coordinator reports to the UNHCR and DRC Executive Committee Representatives.

The successful candidate will be able to demonstrate:

  • Master’s degree (or equivalent) in social/political science, economics, international law or another related field;
  • Minimum of eight years in program management in the humanitarian/ development field, including managerial experience;
  • Strong track record in people and team management;
  • Proven record of successful donor engagement and fundraising efforts;
  • Strong expertise in strategic review processes;
  • Proven knowledge of and interest in data, statistics, information management and strategic use of evidence in humanitarian/development contexts;
  • Excellent English written and oral communication skills;

****Contract arrangement and application process****

The Coordinator will be based in Geneva. The contract will be facilitated by DRC on behalf of the JIPS Executive Committee. If the successful candidate is non-Swiss or from outside the Schengen States, s/he will be granted a Carte de Legitimation work permit.

****Salary and conditions****

This is a full-time position with a contract until 31. December 2023, subject to possible extension. This position will be placed at Employment Band – E (Head of Unit) of the DRC Geneva salary scale with a monthly gross salary within the associated range (9,900 – 12,500 CHF). From this amount the candidate will contribute to social security, income tax and mandatory health insurance. DRC does not pay any additional allowances (schooling, housing etc.).
