This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The assignment is with the Interagency Unit of UNHCR Sub-Office Gaziantep with coverage of 10 provinces in Southeast Türkiye. UNHCR supports the Government of Türkiye under the Syria Regional Refugee and Resilience Plan (3RP) 2023-2025 which is co-led by UNHCR and UNDP and designed to support national priorities in the response to Syrians under temporary protection and persons under international protection, based on Türkiye’s comprehensive legal framework. The volunteer will support interagency initiatives to strengthen and enhance coordination and stakeholder engagement and state-led inclusive and localized coordination arrangements, at the provincial and municipal level, with national and local actors and ensuring complementarity with the support of other actors, including international financial institutions, development partners, and municipalities. As a result of the 6 February earthquake, coverage also includes the 11 most affected provinces and the ongoing transition from humanitarian activities to early recovery and development programming. Mission travel in the AoR of Sub-Office Gaziantep and earthquake-affected provinces is required.

Under the direct supervision of the Head of the Interagency Coordination Unit of the UNHCR Sub-Office in Gaziantep, the UN Volunteer will undertake the following tasks:

Support the organization of thematic and technical meetings on refugee, development, and national security-related issues, including conducting preparatory research and analysis, reporting, and event administration.

Conduct research and analysis and develop background documents on thematic and sectoral issues relating to the protection of refugees and mixed population movements, humanitarian, and development nexus.

Support evaluation, monitoring, and reporting activities of the Interagency Unit in relation to the refugee response under the 3RP 2023-2025, the humanitarian response, and transition to early recovery of the coordination mechanism because of the 6 February Earthquake in Türkiye.

Provide administrative, technical, and secretariat support to interagency and sectoral meetings organized by the Southeast Türkiye Intersect or Working Group and Protection Working Group.

the humanitarian field and working in the refugee context in Türkiye. Drafting meeting notes and minutes in both English and Turkish and proven ability to translate documents into both languages and for specific audiences and recipients.

Excellent drafting, research, and report writing skills in English and Turkish, including on Turkish multilateral foreign policy, displacement, migration, human trafficking, and security issues.

Proven support to the organization of thematic meetings involving multiple stakeholders and state institutions, involving civil society, state institutions, municipalities, and development agencies.

Please note that, Gaziantep's hardship classification is temporarily updated as “E” due to the earthquake in Türkiye. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Host Entity's support might be limited.

UNV Entitlements in a Nutshell for National UN Volunteer (Specialist): • Current Volunteer Living Allowance (VLA) in Türkiye is approx 1173 USD (paid in TRY based on the monthly UNORE rate). For Gaziantep, an additional well being differential (30%) will be paid until August 2023 (with a possibility of extension). • 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses • Exit allowance upon completion of service Several learning opportunities Unified Conditions of Service is available on UNV's website.
