Interagency Communications and Advocacy Consultant

BACKGROUND ON PEOPLE THAT DELIVER (PtD) AND THE INTERAGENCY SUPPLY CHAIN GROUP (ISG):

The People that Deliver (PtD) Initiative was established in 2011 focusing on the professionalization of supply chain personnel. This is achieved through a global coalition of organizations advocating for a systematic approach to human resources (HR) for supply chain management (SCM) both at the global and local level. It is based on the global recognition that without trained professionals to manage the health supply chains, drugs and other health supplies do not reach the patients who need them.

PtD is governed by a coalition representing governments, international donors, multilateral agencies, nongovernmental organizations, academic institutions, professional associations, and private companies. PtD has a Secretariat with two full-time staff that is hosted by UNICEF’s Supply Division. PtD envisions a world where health supply chain workforces are empowered and equipped to optimize health outcomes by improving access to health commodities. The Interagency Supply Chain Group (ISG) was established in 2014 to provide better coordinated and more effective support to country efforts in ensuring sustainable access to high quality essential health commodities. The group is a global collaboration forum to support country level health supply chain improvement efforts that is comprised of 16 global agencies actively involved in supporting supply chain efforts across all disease areas: Bill and Melinda Gates Foundation, DFID, Global Affairs Canada, the Global Drug Facility, Global Financing Facility, KfW, the Global Fund, Gavi, NORAD, UNDP, UNFPA, UNICEF, USAID, World Bank, the World Food Programme and the World Health Organization.

BACKGROUND:

Both PtD and the ISG are hosted by UNICEF Supply Division, Supply Chain Strengthening Center, and contribute to the attainment of the goals agreed to by countries, the United Nations and the international development community in UHC2030 and the SDGs.

Much of PtD and the ISG’s work is devoted to on-line learning and skills building workshops with key country-level stakeholders, as well as presentations at online and in-person events which require advocacy and learning materials. The SCSC is now seeking an Interagency Communications and Advocacy Consultant to formalize a communication strategy; define goals and target; establish messaging for various digital planforms; and capitalize on the passion of the broad constituencies of PtD and ISG to drive meaningful and sustained change.

PURPOSE

UNICEF is seeking a talented writer with digital marketing experience to publish compelling stories of our projects, resources, and tools and promote our two hosted initiatives: People that Deliver (PtD) and the Interagency Supply Chain Group (ISG). Under the supervision of the UNICEF Chief of the Supply Chain Strengthening Center, and in direct consultation with the PtD Executive Manager and the ISG Coordinator, the Consultant will develop separate, but linked workplans and implement a communication strategy.

The primary task under both the PtD and ISG workstreams will be to develop and implement a Communication and Advocacy Strategy and Action Plan. In addition, the Interagency Communications and Advocacy Consultant will plan and prepare communications products for both the PtD Secretariat and ISG Core Steering Group. The Communications and Advocacy Consultant will work in close collaboration with the membership of both PtD and ISG, national supply chain stakeholders, subject matter experts, multi-lateral and bi-lateral donors and professional associations ensuring successful communication and advocacy strategy implementation.

The PtD Secretariat participates in several high-profile events each year. The purpose of PtD’s participation is to share resources, tools, and best practices on HR for SCM and encourage collaboration among key partners and donors. A key event the consultant will be expected to support is the PtD Global Indaba: A forum on Human Resources for Health Supply Chain Management, to be held in Zambia in September 2021. This event will require a significant amount of promotion and the consultant will be expected to work with the Steering and Technical Committees to review abstracts, prepare presentations, and generate materials specific to this event.

The Interagency Communications and Advocacy Consultant will also have additional communications and administrative support duties (10%).

DESCRIPTION OF ASSIGNMENT

The roles and responsibilities will include (but are not limited to) the following:

PtD Communication and Advocacy Strategy with Action Plan

  • Develop a Communication and Advocacy Strategy with Action plan to promote PtD’s mission, vision, goal, and value proposition and to promote PtD resources and tools. The action plan should include a publications plan as part of it.
  • Message development that incorporates PtD’s mission, vision, and values with key messages that clearly explain the problem, solution, and PtD contributions/model
  • Implement the action plan with measurable results
  • One Page "About Us" story document that incorporates key messages
  • Development of an “elevator pitch” for Secretariat staff and coalition members to use when speaking about PtD at events and meetings
  • Design online marketing campaigns. Use analytics to develop more effective campaigns to better reach PtD’s target audience

ISG Communication and Knowledge Management Strategy

  • Develop the ISG Communication and Knowledge Management strategy for internal and external communications, content, and brand reputation, including an action plan for the implementation of the strategy
  • In consultation with ISG coordinators, ISG steering committee and website service provider, develop and implement ISG visual brand identity to improve the ISG as a recognizable and reputable brand within the supply chain interagency domain
  • In consultation with the website service provider and ISG coordinators, revise the existing ISG website content and provide recommendations on the aesthetics
  • Monitor and evaluate the ISG communication strategy and information dissemination performance

Knowledge Product Generation and Dissemination

  • Be the focal of the project in generating, archiving and disseminating knowledge products and develop new knowledge products based on accomplished studies, assessments, surveys, policy dialogues and other tools
  • Write case studies and articles for the quarterly PtD newsletter, including case studies highlighting the outcomes of the PtD Last Mile Health Supply Chain COVID-19 Grand Challenge
  • Support the ISG coordinators and Advocacy and Policy workstream members on completing existing knowledge products and provide guidance on the dissemination strategy to improve reach to internal and external stakeholders
  • Develop content for print and social media (LinkedIn and Twitter)
  • Provide support to the PtD Project Officer and ISG Coordinator in securing a vendor for the implementation of website updates
  • Manage and create content for the PtD and ISG websites and update the website accordingly

Knowledge Management

  • Work with vendors in managing events and other activities
  • Management of project promotional materials, development/production of communication and advocacy materials, such as drafting articles, content management, standards for publishing and design
  • Maintain photo library of PtD activities
  • Collect and maintain the status update reports and project documentation from the PtD Last Mile Health Supply Chain COVID-19 Grand Challenge recipients

Communications

  • Develop a communications plan for the PtD Last Mile Health Supply Chain COVID-19 Grand Challenge
  • Provide support in the writing and editing of the final report for the PtD Last Mile Health Supply Chain COVID-19 Grand Challenge
  • Develop a “Roadshow presentation” that incorporates key advocacy messages, PtD resources and tools into a succinct presentation for external audiences for use by Secretariat staff and Coalition members
  • Liaise with coalition organizations, UNICEF Supply Division, and online communities to publish and disseminate new PtD or ISG-related materials
  • Develop a PtD communications toolkit which includes reports, brochures, presentations, briefs, etc.
  • Design development and implementation communications work plans and provide input to related budgets
  • Edit materials prepared by the PtD Secretariat and ISG Coordinator for publication and serve as in-house sub-editor and proof-reader
  • Provide communications support for two high-profile PtD-led events in 2020/2021, one of which will be the PtD Global Indaba
  • Provide communications support for two ISG-led events in 2021
  • Iteratively, support the ISG with necessary adjustments to improve visibility, awareness and engagement. This includes improving ISG partner retention and refining engagements with broader Supply Chain networks.

Perform any other duties assigned by the Supply Chain Centre Chief.

It is envisioned that this work will take place over 11.5 months, starting 2 November and concluding Mid-October 2021.

QUALIFICATIONS

Education: Master’s degree in Mass Communication, Journalism, English, Development Studies, and or any other relevant subject. First level University degree (Bachelor’s Degree or equivalent) with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Experience in non-profit and/or UN agencies preferred. A minimum of 3 years of progressively responsible experience in communication activities within development projects is required at the national or international level.

  • Advanced writing and editing skills; varies writing style as needed
  • Excellent ability to deliver strategic insight and analysis on communications and media strategies relevant to health supply chain sector institutions
  • Experience with print and/or electronic and broadcast media and social media, as well as developing communication initiatives
  • Experience with graphic design and web design will be an asset
  • Must display an advanced level of skill in the Microsoft Office suite 2010 or later
  • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance
  • Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organization and prioritization skills and must be meticulous and detail oriented

LANGUAGE:

Full professional proficiency in English (written and oral) is required. Working proficiency in French would be an asset.
