Org. Setting and Reporting The vacancy is in the Policy Analysis and Development Branch of the Financing for Sustainable Development Office (FSDO), United Nations Department of Economic and Social Affairs. The incumbent will report to the Chief, Policy Analysis and Development Branch, Financing for Sustainable Development Office, United Nations Department of Economic and Social Affairs. The Office provides substantive support for follow-up to and implementation of the agreements and commitments reached at the International Conferences on Financing for Development, including these contained in the Addis Ababa Action Agenda (AAAA), as well as the means of implementation of the 2030 Agenda for Sustainable Development and the SDGs. FSDO’s Policy Analysis Branch is tasked with overseeing the Office’s analytical work, aimed to better enable Member States to implement the above agreements and commitments. Under this organizational setting, and working in close coordination with relevant stakeholders, the Inter-Regional Adviser (IRA) is responsible for providing high-level technical expertise to Governments and other relevant stakeholders in developing countries on integrated national financing frameworks (INFFs) for implementing the 2030 Agenda and the SDGs. The Addis Agenda notes that “integrated national financing frameworks that support nationally owned sustainable development strategies” will be at the heart of countries’ efforts to implement the 2030 Agenda. Yet, four years after the adoption of the 2030 and Addis Agendas, the mobilization of sufficient financing and other means of implementation remains a critical challenge in many countries. To help countries formulate (INFFs), the Inter-agency Task Force on Financing for Development laid out key building blocks of INFFS for the SDGs in the thematic chapter of the 2019 Financing for Sustainable Development Report. The IRA will translate this normative and analytical work, which draws upon the collective expertise of the UN system and beyond, into guidance and toolkits to be used at country level, focusing in particular on the first three action areas of the Addis Agenda, domestic public resources, private business and finance, and international development cooperation. The IRA, in coordination with UN Country Teams, will work with developing countries that have expressed interest in taking a more strategic approach to mobilize financial and non-financial means to fund sustainable development. The IRA will help countries build their capacities and provide tailored advice by drawing on the 2019 FSDR, other relevant analytical work of the Office, and the UN system in this area, and existing experiences in countries. In addition to UN Country Teams, the Advisor will work with Regional Economic Commissions, UNDP, the World Bank and IMF (who are members of the Inter-agency Task Force) as well as other relevant stakeholders to provide tailored country specific advice to a select number of countries on integrated financing frameworks. The Adviser will be member of DESA’s IRA Network. The services of the IRA need to comply with intergovernmental guidance on the use of the Regular Programme on Technical Cooperation (RPTC), when appropriate, and with strategies and guidance concerning capacity development activities endorsed by the Department of Economic and Social Affairs and supported by the Capacity Development Office. Responsibilities The incumbent will carry out the following tasks: •Translate the normative work on integrated financing frameworks, and related work on national development cooperation policies, into operational level guidance material and toolkits aimed at assisting countries with the development of integrated national financing frameworks, in close cooperation with other UN system entities and other key stakeholders; •Develop, in collaboration with staff of FSDO, an implementation plan for the technical support provided to Member States to develop integrated national financing frameworks, taking into account the comparative advantage of FSDO as the focal point for the follow-up to the AAAA; •Support a select number of countries and related stakeholders, in close coordination with UN Country Teams, with the development, implementation, monitoring and evaluation of national financing frameworks to implement their sustainable development goals, with a focus on leaving no one behind; •Provide technical advice and support to a select number of developing countries on national financing frameworks for the 2030 Agenda and the SDGs, in close coordination with UN Country Teams; •Liaise with colleagues from across UNDESA and other relevant parts of the UN system, including UN Country Teams, the UN Regional Commissions, UNDP, and others, as well as international financial institutions, including the World Bank Group, IMF, regional development banks and other international development agencies to explore opportunities for collaboration and joint activities in the context of the workstream; •Take lead, make substantive contributions to and assist with the preparation of global/regional/sub-regional/national workshops, seminars, other training events and use such meetings to engage a broad range of stakeholders in the process; •Carry out the required reporting, monitoring and evaluation of capacity development projects; •Effectively disseminate FSDO’s capacity development accomplishments and products; •Support the Department’s resource mobilization strategies, notably as far as extra-budgetary funding is concerned and secures funding for additional project activities; •Assume other tasks in his/her area of expertise as requested by the supervisor. Work implies frequent interaction with the following: •Counterparts, senior officers and technical staff in relevant UN Secretariat entities and in UN funds, programmes and specialized agencies. •Representatives and officials in national governments, international organizations and other relevant stakeholders, as well as consultants. Expected outputs: •Policy papers, technical notes, and substantive section of report and studies in support of the analytical work of the Financing for Sustainable Development Office, including the Financing for Sustainable Development Report. •Compendium of lessons learned and examples of best practices of countries that have taken a leading role in developing integrated financing frameworks. •Guidance notes and toolkits providing guidance on core elements of national financing frameworks and key steps to be taken in their development and implementation. •Tailored advice to select developing countries and development partners in relation to the development of integrated national financing frameworks. •Training workshops and capacity development workshops to raise awareness of the role and potential of integrated national financing frameworks and national development cooperation policies to advance implementation of the 2030 Agenda and the SDGs. •Outreach activities to disseminate the findings of the Financing for Sustainable Development Report and other relevant analytical work of UNDESA, including on national development cooperation policies. •Project documents, funding proposals, programmatic and budgetary documents and other documents related to the delivery of the project. In particular DESA is looking for staff with the following technical competence: 1) demonstrated high-level technical expertise in developing and implementing integrated national financing policy frameworks and national financing strategies; 2) Ability to apply economic theories and concepts in financing for development and formulating financing policies in the context of the 2030 Agenda for Sustainable Development and the Financing for Development follow-up processes; 3) proven ability in preparing robust project proposals and in managing project implementation; 4) familiarity with potential donors’ policies (member states, UN funds and programmes, global funds, International Financial Institutions etc.); 5) familiarity with concepts and approaches related to capacity development and conversant with RBB/RBM approaches and M&E approaches; 6) proven ability in building partnerships with national institutions and other organizations involved in the development process; 7) proven ability in mobilizing resources; 8) taking responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. •Planning and Organizing: a) Develops clear goals that are consistent with agreed strategies; b) identifies priority activities and assignments; adjusts priorities as required; c) allocates appropriate amount of time and resources for completing work; d) foresees risks and allows for contingencies when planning; e) monitors and adjusts plans and actions as necessary; f) uses time efficiently. •Creativity: a) Actively seeks to improve programmes or services; b) offers new and different options to solve problems or meet client needs; c) promotes and persuades others to consider new ideas; d) takes calculated risks on new and unusual ideas; thinks “outside the box”; e) takes an interest in new ideas and new ways of doing things; f) is not bound by current thinking or traditional approaches. Education Advanced University degree (Master’s degree or equivalent) in economics or related field is required. Work Experience A minimum of ten years of progressively responsible experience in the fields of economics and economic development, gained through involvement in policy formulation, economic research, academic or related work is required. At least five years of the professional experience should be advisory work in developing countries (including transition countries). Advisory experience in developing countries in more than one region is desired. Proven experience in project design and implementation is desired. Proven experience in mobilising financial resources and creating partnerships to advance capacity development programmes is desired. Languages An excellent knowledge of English and fluency in at least another UN official language is required. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special Notice This JO refers to a specialized inter-regional adviser position. The initial appointment is for one year subject to availability of post. Annual renewal of appointment is subject to endorsement by an internal Departmental Panel on the continued need for the technical specialty depending on updates to DESA’s priorities in the area of capacity development, availability of funds and the satisfactory performance of the incumbent. The functional requirements will be reassessed after five years. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
