You have:
- Advanced university degree in economics, social sciences or other relevant field
- At least 8 years of experience on multidimensional poverty, including expertise on measurement issues
- Exposure to different contexts, in particular developing countries
- Ability to explain complex concepts in simple, non-technical terms
- Fluency in English
- Good interpersonal skills
- Prior experience and personal interest in capacity building is desirable

How can you make a difference?
Under the supervision of the Chief of PME & Social Policy, consultant are required to develop a clear set of options for measuring SDG indicator 1.2.2, with an indication of their suitability for the Timorese context, taking into account the complexity, length and cost of each reviewed measurement option.
Work Assignment:
1. Consultations and research
2. Development and presentation of options paper to stakeholders
3. Regular dialogue with MoF/GDS focal point(s), with at least 4 bilateral discussions
4. Finalization of options paper
Deliverables:
1. Draft outline of options paper including options to be included ( Outline submitted within 2 weeks of consultancy start date)
2. Draft options paper ( Draft options paper submitted and presented within one month of consultancy start date)
3. Brief assessment of and recommendations on capacity-building efforts (Assessment submitted within 2 months of consultancy start date)
4. Final options paper (Final options paper submitted within 2 months of consultancy start date)
Duration of Assignment:
Non-continuous work over a 2.5 month period (September to November 2020)
