BACKGROUND

Purpose of Activity/Assignment:

Support the development and roll-out of IOA Cholera Training for a country/ region.

Scope of Work:

Develop and deliver adapted training on how to run Integrated Outbreak Analytics (IOA) for the current Cholera Crisis via adapted workshop sessions, technical trainings, and animations. All project activities will be developed specific to one country and general for a regional reflection and support to Country Offices.

Targeted Audience: Ministry of Health and partners (max 15 individuals) involved in the Cholera Outbreak coordination of response and health information management.

Activities:

  1. Preparatory Activities
  • Identify potential IOA stakeholders in country X
  1. IOA technical training for cholera in country X (or different country depending on regional selection)
  • Explain what is IOA and how IOA has been used in the past for cholera outbreaks
  • Collate current information management processes including all existing data sources, data formats and quality, evidence generated, and evidence use in country X to understand the context of health information management and decision-making in the ongoing outbreak
  • Identify potential gaps in approaches that may lead to suboptimal decision-making processes and where IOA could fill the gaps (together with potential IOA stakeholders)
  • Develop a country specific training on using IOA based on existing mechanisms and data
  • Organize adapted workshops (3-5 half day remote) with key stakeholders specific to the situation in country X (with UNICEF and following with MoH and partners)
  • Provide additional tools, documents and toolkit for the country as requested following workshops
  1. IOA general training for cholera in ESARO
  • Develop 1 animation on how IOA can support cholera outbreak response and understanding of different dynamics surrounding cholera trends by location and in time.

Develop 1 half day training on IOA and how it can be used to support country offices and partners (e.g., review existing data collection, analysis, and evidence-informed decision-making mechanisms; demonstrate how IOA can provide a holistic understanding of drivers of the outbreak, barriers to adhering to preventive and control measures; monitoring gendered impacts of outbreak and its response)

Deliverables/ Outputs / Delivery deadline

  1. Preparation for country-specific cholera training:
  • Full compilation of existing data/ sources/ uses
  • Practical report mapping stakeholders, data and gaps (collected via research, interviews, engagement with all partners in country)

By June 15, 2023

  1. IOA Training for Cholera:
  • Complete training and tools associated (nb: training will be provided by IOA lead and supported by officer)
  • Training is organized using adapted and innovative training methods (zoom / other)

By July 15, 2023

  1. IOA Animation on Cholera:
  • Completed animation (nb: officer is responsible for script, collating and organizing feedback and response on animation not on the development of the animation itself)

By August 30, 2023

Qualifications

(1) Education

  • Advanced university degree (Masters or higher) in one of the disciplines relevant to the following areas: Project Management/ Training Development / Operational Research and public health research trainings/ public health emergencies/ epidemiology and similar trainings
  • Excellent written and verbal communication in English required, additional capacity in another UN language and/or Swahili also welcome

(2) Work experience

  • Minimum of 5 years’ experience working in project management/ training development and similar work with a focus on public health or emergency programming
  • Experience in operational research and similar trainings
  • Experience in developing trainings for operational research for NGOs/UN/Ministry of health or similar
  • Must have experience in humanitarian or development work
  • Experience in developing toolkits and guidance which use innovative approaches

(3) Competencies

    • strong communicator and experience mobilising and working with different actors and agencies / different backgrounds
    • Ability and experience doing remote work with multiple groups/actors and individuals
    • Strong interpersonal skills and dynamic

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11)

  • Financial proposal that will include:

  • All-inclusive (lump sum) fees for the deliverables noted above.

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
